9 <br /> SUGGESTED PRESENTATION <br /> FOR 28% EXCISE TAX <br /> REDISTRIBUTION PROPOSAL <br /> STEP 1: Call a Special Meeting with local ABC Board Members <br /> A. Use attached briefing on the "Alcohol Excise Tax" to explain this <br /> proposal. <br /> B. Emphasize: state & local governments, as well as the individual ABC <br /> Boards will benefit through increased revenues. <br /> C. Seek commitment from the local ABC Board to support this <br /> proposal . <br /> D. Send a short response to the Executive Director of the North Carolina <br /> Association of ABC Boards stating your views on this proposal. <br /> E. If you concur with this proposal, it is imperative to gain the support of your <br /> local legislators. As soon as possible, you should discuss this proposal with <br /> your County Commissioners and City Managers. <br /> STEP 2: Call a Special Meeting with the County Commissioners, local legislators, <br /> and City Managers <br /> A. Use attached briefing on the "Alcohol Excise Tax" to explain this <br /> proposal. <br /> B. Emphasize: state & local governments, as well as the individual ABC <br /> Boards will benefit through increased revenues. <br /> C. Seek commitment from the County Commissioners, City Managers and local <br /> legislators to support this proposal. <br /> D. Request the local legislators provide a letter to your local ABC Board stating <br /> their support and/or recommendations regarding this proposal. <br /> STEP 3: It is our desire to present this proposal to the May 13, 1996 meeting of the <br /> State Legislature. Therefore it is criticial we receive your letters as soon as possible, <br /> but not later than April 15, 1996. <br />
