4 <br /> HUMAN RELATIONS COMMISSION <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br /> MEMO <br /> TO: Bill Crowther, Chair <br /> Orange County Board of Commissioners <br /> FROM: Quinton Baker, Chair <br /> Human Relations Commission <br /> DATE: 2/27/97 <br /> RE: Public Hearing on Proposed Legislation <br /> Thank you for your note acknowledging receipt of the Human Relations Commission's definition of sexual orientation, <br /> and the HRC's efforts in this regard. <br /> However, since the HRC's approval of a definition for sexual orientation, and in a continuing effort to make sure that <br /> the Human Relations Commission developed the best possible understanding and recommendations on this issue, I have <br /> learned that a clinical definition of sexual orientation does include those behaviors, such as pedophilia, that the <br /> Commission purposefully did not include in its definition. <br /> Based on this new information, I have met with the HRC executive committee, and received their unanimous support, <br /> to convey to the Board of County Commissioners our recommendation that enabling legislation be requested from the <br /> General Assembly that would extend prohibition of discrimination in employment, housing and public accommodations <br /> to include on the basis of heterosexuality, homosexuality, or bi-sexuality, and extend the the prohibition of language <br /> and/or conduct directed at an individual or at a group of individuals because of that individual's or group of individual's <br /> actual or perceived heterosexuality, homosexuality, or bi-sexuality which communicates in a threatening manner <br /> words that incite imminent lawless action or which tend to incite an immediate breach of the peace. The Human <br /> Relations Commission executive committee now believes that this approach, rather than trying to define sexual <br /> orientation, may be the clearest and most effective way to seek broader protection for these persons. I will be sharing a <br /> copy of this memo with all the HRC members and asking them to let me know immediately of any concerns or <br /> questions that they may have. <br /> I will be at the Public Hearing on March 5 to speak on behalf of the Human Relations Commission support for <br /> legislation to include these bases in the Orange County Civil Rights Ordinance, and hope to be joined by other <br /> Commission members.
