Counties already have <br /> this authority. <br /> 21. Require that the NC Health Service Commission, which oversees landfills, include at least <br /> one person with an expert knowledge of solid waste management. <br /> Manager's comments: Present law does not require a solid waste management expert <br /> to serve on the Commission. The person with solid waste management expertise <br /> might be a citizen and would not necessarily be a person in working in a local <br /> government in solid waste management. <br /> 22. Extend the present tax on disposal of appliances and similar items or adopt an equivalent <br /> means of offsetting local governments' losses in processing these items. <br /> Manager's comments* Same concern as for item 18. <br /> Annexation <br /> 23. Oppose changes in annexation laws that would make it more cumbersome for municipalities <br /> to annex adjacent areas that met specific definitions in current State law for being urban or <br /> forming a logical bridge between urban areas. <br /> Manager's comments: We believe that allowing annexation of areas that have become <br /> urban and are next to the Town limits is important as a matter of equity to current <br /> residents and taxpayers who fund Town services. <br /> Town services such as police protection, street maintenance, library, parks and <br /> recreation directly or indirectly benefit residents immediately outside the Town limits. <br /> In part,we believe that the Town's urban services tend to increase the market value of <br /> properties near the Town limits. <br /> 24. Oppose pre-emption of local gun control ordinances. <br /> MA32='s comments: In 1993, the Council adopted ordinances restricting possession <br /> of firearms on public streets, by people in public areas who are intoxicated, etc. We <br /> believe these ordinances should not be invalidated by State legislation. <br /> 25. Support allowing Orange County to include in its Civil Rights Ordinance a prohibition on <br /> discrimination on the basis of sexual orientation (if Orange County requests such <br /> authorization for its ordinance). <br /> 6 <br />
