16 <br /> SUMNLALRY <br /> IS THIS A STMART PROPOSAL - YES, BECAU=- <br /> ► MORE EQUITABLE <br /> ► ABC BOARDS BENEFIT <br /> ► INCREASED STATE/COUNTY <br /> REVENUES <br /> MORE EQUITABLE: NO STATE EXCISE TAX INCREASE ON BEER& WINE SINCE <br /> 1969. <br /> AS LAST TWO SLIDES DEMONSTRATE, GROSS DISPARITY <br /> IN TAX RATE CURRENTLY EXISTS. <br /> SINCE 1982 LOCAL ABC BOARDS HAVE COMPLETELY <br /> FUNDED THE STATE ABC COMMISSION ($1.8M ANNUAL) <br /> WHILE 85% OF STATE COMMISSIONS WORKLOAD IS IN THE <br /> AREAS OF BEER AND WINE. <br /> LOCAL ABC BOARDS BENEFIT: 50%DECREASE IN EXCISE TAX WILL BE USED TO <br /> FUND MUCH NEEDED STORE CONSTRUCTION,EQUIPMENT REPLACEMENT, AND <br /> OTHER CAPITAL IMPROVEMENTS. EXCESS DOLLARS WILL GO TO COUNTY <br /> DISTRIBUTION ON A SEMI-ANNUAL BASIS. <br /> INCREASE STATE & COUNTY REVENUES: UNDER THIS PROPOSAL, STATE <br /> REVENUES WILL INCREASE> 61% WHILE THE COUNTIES WILL REALIZE AN <br /> INCREASE OF>27%. <br /> THIS IS CLEARLY A WIN-WIN PROPOSAL FOR THE STATE AND LOCAL <br /> GOVERNMENTS. HOWEVER, IT IS OBVIOUS THAT THE COST WILL BE BORN BY <br /> THE BEER AND WINE INDUSTRY. THERE IS NO DOUBT THEY WILL GENERATE <br /> CONSIDERABLE ENERGY TO STOP ANY LEGISLATION OF THIS NATURE. I BELIEVE <br /> WE HAVE DEMONSTRATED A FAIR AND EQUITABLE SOLUTION TO A DIFFICULT <br /> SITUATION. I HOPE WE CAN COUNT ON YOUR SUPPORT.
