Pedersen <br /> FROM: Bill M <br /> SUBJECT: South Village Roads <br /> DATE: January 29, 1997 <br /> A review of the construction standards and maintenance responsibility of the roads in Southern <br /> Village Development has been conducted. After consulting with the Town of Chapel Hill, <br /> Southern Village Development Company,North Carolina Department of Transportation, project <br /> architects, and engineers, the following information can be stated regarding the issue. <br /> The roads within the Southern Village development were not constructed to meet State standards, <br /> rather,they were built to meet Town of Chapel Hill construction standards. This is similar to <br /> other subdivisions in the Town. It is important to note however that the pavement design for <br /> Main Street, Copperline Drive, and Kildaire Road does meet State standards. In fact, these roads <br /> are currently supporting Town buses that service the park and ride facility located near the school <br /> site. They would also be used by school buses traveling to and from the elementary school. <br /> The roads are presently owned and maintained by the developer, Southern Village Limited <br /> Partnership. They have been deeded to and accepted by the Town of Chapel Dill. When the <br /> Town completes other requirements,the roads will be annexed and maintained by the Town. The <br /> process of a developer constructing roads meeting Town standards, not State standards, and <br /> maintaining them until the development is annexed and maintained by the Town has occurred on <br /> many occasions. As an added measure of assurance,the developer of Southern Village is <br /> providing written permission to the Chapel Hill-Carrboro City Schools to use the roads for school <br /> bus transportation. The developer will also restate its responsibility for road repairs while the <br /> roads are privately owned. <br />
