16 <br /> Page 2 <br /> Goal#2— Fanning <br /> Integrate historic preservation into all levels of public planning to ensure the development and <br /> implementation of p reservation-compatible public policies and activities. <br /> Objectives: <br /> A. Clearly define the purpose and value of historic preservation in the larger context of <br /> resource conservation and the quality of life in North Carolina. <br /> B. Encourage the development of a statewide comprehensive land use plan with a strong <br /> preservation element. <br /> C. Encourage the incorporation of historic preservation into local and state comprehensive <br /> planning. <br /> D. Promote stewardship of historic resources as part of the conservation and protection of <br /> the state's natural and historic environment. <br /> E. Encourage local governments to integrate preservation with and make it relevant to <br /> high-priority local needs and improvements such as housing, neighborhood <br /> conservation, community and economic development, beautification, an efficient <br /> infrastructure, and delivery of service. <br /> Goal 0—Enabling <br /> Enable public agencies, private organizations, and the state's citizens to carry out successful <br /> historic preservation planning, programs, and projects. <br /> Objectives <br /> A. Promote historic preservation's role in fostering and protecting a community's identity, <br /> its livability, and its citizens' enjoyment of daily activities. <br /> B. Provide support, information, and assistance for local governments and commissions in <br /> carrying out successful preservation activities. <br /> C. Support and facilitate the preservation efforts of local organizations, businesses, other <br /> cultural and ethnic groups, special populations, volunteers, and individuals by <br /> providing technical assistance, information, training, and grants. <br /> Goal#4--Identification and Evaluation <br /> Identify and evaluate the historic resources of North Carolina, including archaeological, <br /> architectural, historical, and traditional cultural properties. <br /> Objectives <br /> A. Complete and periodically update the statewide architectural and archaeological surveys <br /> to recognize the diversity of the state's historic resources and the people and cultures <br /> that produced them. <br />
