2 <br /> The advisory committee should support the mission by ensuring that the Skill Development Center <br /> activities offer labor market information, provide access to career training and job placement <br /> services, and serve as the connection between employers and qualified workers. <br /> The composition should include eight members 1-county commissioner, 2-school board, 2-major <br /> employers, 2-community at-large, 1-workforce development board member(formerly named <br /> Private Industry Council). Meetings should be held every other month until the center is <br /> operational. Regular meetings should be quarterly after center programs and activities are <br /> implemented. <br /> Skill Development Center Update <br /> On August 20, 1996 staff presented a programming plan to the Board. Since that date several <br /> occurrences have taken place. <br /> • Staff has met several times with a local architect to develop a final layout and preliminary <br /> upfitting cost for the building located at 503 Franklin Street. Staff has also met with Durham <br /> Technical Community College to determine if construction,electrical and plumbing students <br /> can assist with the renovations of the buildings. Discussions are ongoing with the Community <br /> College. <br /> • In October, the Workforce Development Board(formerly named the Private Industry Council <br /> (PIC), which oversees Job Training Partnership Act Programs(JTPA),and composed of <br /> representatives from Orange,Alamance, and Randolph Counties, submitted a grant proposal to <br /> the State for the establishment of a JobLink Career Center(State official name for Skill <br /> Development Center) funding. <br /> • The County was notified in November that the State did not award a grant to the three county <br /> JTPA Service Delivery Area of Orange, Alamance,and Randolph. If funded, Orange County's <br /> share would have been approximately $65,000 for the Skill Development/JobLink Center. <br /> Seven other Service Delivery Areas in the state received grants for their Centers during this <br /> funding cycle. (Fifteen counties in the state have Skill Development/JobLink Career Centers). <br /> We are currently critiquing the three county proposal and plan to discuss with the State their <br /> rationale for not funding our Service Delivery Area. Another funding cycle is forthcoming and <br /> the Service Delivery Area will apply again. <br /> • On November 19,Triangle J Council of Government submitted a grant proposal for$238,000 <br /> on behalf of the County to the Federal Economic Development Administration for Skill <br /> Development Center Funding. County staff assisted in the drafting of the grant. Notification of <br /> grant award is scheduled for February 1997. <br /> Also, Attachments I, II, and III clarify several questions raised at the August 20 meeting. <br /> RECOMMENDATION(S): The manager recommends that the board approve the composition of <br /> the Skill Development/JobLink Career Center Advisory Conunittee. <br />
