Methods of Administration (MOA) : <br /> All WIA Contractors are required to have their Methods <br /> Of Administration on file with the LA. WIA Contractors <br /> must follow the MOA in carrying out all activities funded by <br /> WIA; must maintain and keep current this requirement and have <br /> available for review during any monitoring site visit <br /> conducted by the LA. No financial payments authorized under <br /> this contract shall be made to the WIA Contractor until a copy <br /> or updates of the MOA has been furnished to the LA. <br /> 21. MONITORING, OVERSIGHT AND INVESTIGATION: <br /> The LA has the right to monitor program, fiscal, personnel and <br /> management activities under this Contract to assure that <br /> performance goals are being met, that appropriate <br /> administrative procedures, controls and records are <br /> maintained, that Contract terms and conditions are being <br /> fulfilled and that personnel and equal employment opportunity <br /> requirements are being met. The WIA Contractor shall permit <br /> and shall require its subcontractors to permit on-site visits <br /> by the LA, the State, or by the USDOL or their designees, <br /> private questioning of employees and participants, and access <br /> for review or copying of WIA Contractor or subcontractor <br /> records maintained under this work experience programs . The <br /> WIA Contractor shall attend and shall require its <br /> subcontractors to attend such meetings as requested by the LA <br /> regarding the monitoring and/or evaluation of programs. <br /> The LA will provide technical assistance to the WIA Contractor <br /> through such periodic written guidelines as may be available <br /> through the LA and/or State resources . Technical Assistance <br /> may include training sessions. The LA will provide, as <br /> available, additional technical assistance upon request of the <br /> WIA Contractor. The WIA Contractor and its subcontractors are <br /> not entitled to continue a questionable activity pending <br /> response to a request for technical assistance. <br /> The LA will provide the WIA Contractor with written <br /> notification of deficiencies discovered in review of its <br /> activities and will endeavor to provide the WIA Contractor <br /> with reasonable time to take corrective action regarding the <br /> deficiencies, except that reasonable time need not be given <br /> Local workforce Area contract Agreement Page 10 of 28 <br /> Amended 6/12 <br />
