018 <br /> the requirements specified in the Design Manual except the requirement for a <br /> buffer around the perimeter of the property. <br /> The Design Manual requires a 100 foot buffer around the north, south and west <br /> sides of the property and a 25 foot setback from Old Chapel Hill-Hillsborough <br /> Road. A buffer is not required next to Old Chapel Hill-Hillsborough Road since <br /> property on the east side of the road is commercial and zoned Economic <br /> Development District. The buffer could not be met due to the lot size therefore <br /> the applicants are requesting a waiver of this requirement. The site plan indicates <br /> a proposed buffer of 59 feet next to Oakdale Drive, 52 feet 7 inches next to Old <br /> Chapel Hill-Hillsborough Road,40 feet next to the western property line,and 24 <br /> feet I inch next to the southern property line. <br /> Traffic concerns have been reviewed by Kimley Horn& Associates,Inc. <br /> (applicant's traffic consultants),NCDOT and Slade McCalip,the Orange County <br /> Transportation Planner. Two letters from NCDOT are included in the proposed <br /> conditions of approval. Slade has indicated that the staff will recommend that the <br /> Orange County Transportation Priorities List submitted annually to NCDOT <br /> include a left turn lane and signal phasing for the northbound traffic from Oakdale <br /> Drive onto Old Chapel Hill-Hillsborough Road. <br /> The Town of Hillsborough has indicated that water is available to the site. The <br /> applicant proposes to extend sewer to the site. Sewer lines currently end just <br /> south of Flint Ridge Apartments on Old Chapel Hill-Hillsborough Road. Sewer is <br /> proposed to be extended from this location. Requirements to extend sewer to the <br /> site are specified in an April 21, 1997 letter from the Hillsborough Town Engineer <br /> to Obrien/Atkins. <br /> RECOMMENDATION: Article 8.4.3 of the Zoning Ordinance requires that the Zoning Officer's <br /> recommendation be presented to the Planning Board within 45 days of receipt of <br /> an application. The 45-day period may be extended up to 60 days with the written <br /> consent of the applicant. The public hearing is the time scheduled for presentation <br /> of the Zoning Officer's recommendation. <br /> Zoning Qfflcer's RecommendaLion <br /> The Zoning Officer has not received information which would establish grounds <br /> for making a negative finding on the general standards. These standards include <br /> maintaining or promoting the public health safety, and general welfare, <br /> maintaining or enhancing the value of contiguous property, and the use being in <br /> compliance with the general plan for the physical development of the County. <br />
