C. Clarification that interest areas are not service areas which create an <br /> obligation for utility to extend service under normal policies <br /> 1 An OWASA Long-Term Interest Area will be defined. Within <br /> this area, public water and sewer service will not be <br /> provided, except in the following cases: <br /> a. to address a public health emergency which is not <br /> otherwise correctable, and/or <br /> b. to provide service to an "essential public facility"-&uG - <br /> as a &Gheel <br /> 2. A Hillsborough Long-Term Interest Area will be defined. This <br /> area will be coterminous with the Town's Long-Term Service <br /> Area. Service within this area will be provided in accordance <br /> with the Town's,current water and sewer extension policy. <br /> 3. An Orange County Long-Term Interest Area will be defined. <br /> Within this interest area, water and sewer service will not be <br /> provided except in the following cases: <br /> a. to address a public health emergency which is not <br /> otherwise correctable, and/or <br /> b. to provide service to an essential public facility, suGh <br /> as a srhee4 <br /> D. Procedures for the provision of service within the Long-Term <br /> Interest Areas <br /> 1. When water and sewer service extension is required to <br /> address public health emergencies or 'essential public <br /> facilities", the designated provider for the Interest Area shall <br /> have the right of first refusal to provide such service, in <br /> accord with its own policies and procedures. The provider <br /> shall endeavor to provide such service with all due speed <br /> within the provisions of its policy. <br /> 2. The Long-Term Interest Areas shall reflect an area where <br /> the respective provider has adequate system capacity and <br /> adequate financial resources to provide such service within <br /> its respective interest area, with the following additional <br /> provisions: <br /> a. Within the Town of Hillsborough Interest Area, the <br /> Town will agree to provide service to needs as <br /> defined above, as system capacity and financial <br />
