d ,t <br /> MEMORANDUM <br /> TO: County Commissioners <br /> John Link, County Manager <br /> Geoff Gledhill, County Attorney <br /> Marvin Collins, Planning Director <br /> FROM: David Stancil, Planner 11 <br /> Paul Thames, PE, County Engineer <br /> DATE: January 13, 1997 <br /> SUBJECT: Chronology and summary of issues directly and indirectly related to the Water and Sewer <br /> Boundary Agreement <br /> Chronology of Events: 1994-1996 <br /> Spring 1994 Task Force of two elected officials from Orange County, Chapel Hill, Carrboro and <br /> Hillsborough; and two members of OWASA Board of Directors appointed. <br /> Summer-Fall 1994 Task Force receives reports on system capabilities, status and growth projections, <br /> and begins to discuss boundary issues and related objectives. <br /> December 1994 Task Force creates report proposing adherence to proposed"straw"boundaries <br /> contingent upon addressing six"correlative objectives." <br /> 1995 Elected boards from all jurisdictions pass resolutions agreeing in principle to straw <br /> boundaries contingent upon addressing a variety of issues, including the correlative <br /> objectives. The matter is remanded back to the Task Force for creation of an <br /> agreement incorporating the_comments received. <br /> February 1996 Task Force reconvenes to review resolutions and consider next steps. Staffs asked to <br /> review discussion ideas and prepare report. <br /> April 1996 Staff Work Group presents report with draft outline of Interim Boundary Agreement <br /> in April that incorporates issues of boundaries, type of service areas, responsibilities <br /> and other concerns. Report also includes map of service areas and schedule <br /> for consideration of boundary agreement. Task Force agrees to use framework with <br /> changes in terminology and asks staff to flesh out ideas fiuther as a Draft Boundary <br /> Agreement. <br /> September 1996 Task Force reviews updated draft and revises opening sections. Draft conveyed to <br /> attorneys for conceptual review. <br />
