3. TWO AL TERNA TIVES UNDER CONSIDERATION <br /> Alt#1 Equity Issues: When Orange County uses general <br /> County-wide tax revenues to pay for water or <br /> wastewater facilities (including remediation of a <br /> privately owned system), the County will to the extent <br /> practical recover the costs from the benefiting or <br /> responsible parties through mechanisms such as <br /> assessments, service fees, special district revenues, <br /> etc. Such costs may be recovered over time with an <br /> appropriate interest rate. <br /> This principle is not intended to apply when water or <br /> wastewater costs are paid with County funds as an <br /> economic development investment reasonably <br /> expected to be substantially recovered through future <br /> taxes and/or job creation. - <br /> When Orange County uses general tax revenues for a <br /> water or wastewater sewer project and it is not <br /> practical to recover costs from benefiting parties, the <br /> County will seek to achieve County-wide equity in <br /> providing funding for water and wastewater projects in <br /> the County overall.
