s <br /> 2 <br /> AGREEMENT Between the Chapel Hill Training-Outreach Project,Inc. <br /> and Orange County Health Department <br /> Page 2 of 4 <br /> n. Identify literacy needs of parents and refer for further assessment and literacy training. <br /> o. Assist in the development and facilitation of Early Head Start Parent Committees to promote and foster <br /> parent involvement in family and community partnership efforts. <br /> p. Promote independence and strengthen families' ability to advocate on its own behalf in order to prepare for <br /> transition from Early Head Start services. <br /> q. Utilize supervision on a regular basis. <br /> r. Attend necessary training and in--service activities and participate in interagency/interdisciplinary activities. <br /> s. Complete required OCHD and Early Head Start documentation. <br /> 2. The persons whose services are to be provided pursuant to this Agreement are,for all purposes,employees of <br /> the OCHD,and conditions of their recruitment and employment are governed by the Orange County Personnel <br /> Ordinance. <br /> 3. The OCHD will be responsible for the negligence of its employees and agents to the extent of the North <br /> Carolina Tort Claims Act. Further,the OCHD will provide adequate professional liability insurance for its <br /> employees who provide the services described in the agreement. The insurance limits will be stated in a <br /> Certificate of Insurance submitted at the time the contract is commenced. <br /> 4. CHTOP agrees to pay the OCHD in return for the above services actual expenses related to salary and fringe <br /> benefits up to a maximum of SEVEN THOUSAND FIVE HUNDRED DOLLARS($7,500)per month for the <br /> initial six month period,January 1 -June 30, 1998. Any amount in excess of this must be agreed to by both <br /> parties. In subsequent years,the maximum amount will be agreed to on an annual basis,subject to salary and <br /> fringe benefit increases mandated or allowed by the Orange County Pay and Employee Compensation Plan as <br /> determined by the Orange County Board of Commissioners. <br /> 5. The OCHD shall bill the CHTOP on a monthly basis with the first bill being dated January 1, 1999,and <br /> CHTOP shall pay OCHD within thirty(30)days of receipt of OCHD's bill. Any adjustments to the billing shall <br /> be taken into account in the next succeeding bill or as soon thereafter as reasonably practicable. <br /> 6. The expenditure of Medicaid revenue earned as a result of the services provided by the social workers in this <br /> Agreement shall be determined jointly by OCHD and CHTOP. <br /> 7. CHTOP agrees to provide office space, supplies,computer,phone,mileage reimbursement and training <br /> resources for the two social worker positions. <br />
