Review of Unified Development Ordinance Text Amendments — Modification of <br /> Site Plan Submittal Requirements - Public Hearing Closure and Action (No Additional <br /> Comments Accepted) <br /> The Board received the Planning Board's recommendation, closed the public hearing, <br /> and made a decision on Planning Director initiated text amendments to the Unified <br /> Development Ordinance (UDO) in regards to the submission of formal, professionally <br /> prepared, site plans. <br /> Michael Harvey reviewed the background from the abstract. He said there are three <br /> options to choose from, which are detailed on page 7 of the abstract. These options are as <br /> follows: <br /> - Option A: Leave as is, no change. (i.e. only properties in the University Lake <br /> Watershed impacted). <br /> - Option B: Amend section requiring all watershed overlay districts with a 6% <br /> impervious surface limit be treated the same (i.e. professional site plan). <br /> - Option C: Eliminate requirement all together and require professionally prepared <br /> site plans only when stormwater thresholds are exceeded. <br /> Michael Harvey said the Planning Board and Manager's recommendation to amend the <br /> UDO, focusing on Option C. He said this does not alter the 6% impervious surface limit. He <br /> said the recommendation is outlined on page 2. <br /> Chair Jacobs noted that the ordinance is included as attachment 3 on page 14 of the <br /> abstract. <br /> Commissioner Rich said that she appreciates the inclusion of input from OWASA. <br /> Commissioner Dorosin asked Michael Harvey to explain how the change in option 3 <br /> does not change the requirements for the particular watershed areas. <br /> Michael Harvey said the only time a professionally prepared site plan is required for a <br /> single family residential project is in the University Lake protected watershed area. This <br /> amendment eliminates that specific requirement and bases it only on land disturbance. He <br /> said the 6% impervious surface will not be altered and this will still apply to University Lake. <br /> He said this will allow for single family residences to no longer need a professionally prepared <br /> site plan. <br /> A motion was made by Commissioner Rich, seconded by Commissioner Pelissier to <br /> receive the Planning Board's recommendation, close the public hearing, and/or adopt the <br /> ordinance contained in Attachment 3 which authorizes the text amendments to the Unified <br /> Development Ordinance (UDO) in regards to the submission of formal, professionally <br /> prepared, site plans. <br /> VOTE: UNANIMOUS <br /> 7.
