DEFERRED <br /> b. Orange County CDBG Program — FY 2010 Scattered Site Housing <br /> Rehabilitation Program Amendment <br /> The Board received public comments regarding a proposed amendment to the <br /> County's FY 2010 Housing Rehabilitation Community Development Block Grant (CDBG) for <br /> the Scattered Site Housing Rehabilitation Program and the Economic Recovery CDBG <br /> Program and considered approving a resolution authorizing submission of the formal <br /> amendment document and authorized the Chair to sign. <br /> Tara Fikes said the County received $400,000 in grant funds for the Scattered Site <br /> Housing Program and $500,000 for the Economic Recovery Community Development <br /> Program in 2011. She said that the proposal tonight is to move one house from the Scattered <br /> Site Program to the Economic Recovery Program. She said there is also a proposal, for the <br /> Economic Recovery Program, to remove the initial plan of demolishing and re-constructing the <br /> house, and to add two new units. <br /> Commissioner Dorosin asked for an explanation of how home houses are selected for <br /> these programs. <br /> Tara Fikes said interested homeowners are placed on a waiting list and the <br /> requirements are considered in matching housing needs with program eligibility requirements. <br /> She said that every few years, there is a call issued to the community to determine who is <br /> served. <br /> Commissioner Dorosin asked how many are on the list, and Tara Fikes said about 15 <br /> homeowners are on the list. <br /> Commissioner Dorosin said he would like to see a map showing where these homes <br /> are located. He asked if the homes are owner occupied. <br /> Tara Fikes said all of the homes are owner occupied. <br /> A motion was made by Commissioner Rich, seconded by Commissioner McKee to <br /> receive public comments regarding a proposed amendment to the County's FY2010 Housing <br /> Rehabilitation Community Development Block Grant (CDBG) for the Scattered Site Housing <br /> Rehabilitation Program and the Economic Recovery CDBG Program and consider approving a <br /> resolution authorizing submission of the formal amendment document and authorize the Chair <br /> to sign. <br /> VOTE: UNANIMOUS <br /> c. Public Hearing on the Financing for Various Capital Investment Plan Projects <br /> and County Equipment <br /> The Board conducted a public hearing on the issuance of approximately $10,000,000 <br /> to finance capital investment projects and equipment for the year, and consideration of a <br /> related resolution supporting the County's application to the Local Government Commission for <br /> its approval of the financing arrangements. <br /> Clarence Grier reviewed the purpose of this hearing. He said that if this resolution is <br /> adopted, this will be brought back with the final financing June 4. He said the anticipated debt <br /> service, at its height (2015-2018), to be $723,000. <br /> Commissioner Rich asked for clarification on vehicle replacements and what this <br /> entails. <br />
