Chair Jacobs said ever since he was on the debate team in high school and had the opportunity to choose a side in the death penalty discussion; he has always seen both sides of the argument. He said that in situations like Adolph Hitler, he is supportive of the death penalty. However, in the world we live in today, with an unjust criminal justice system, he supports this resolution. Regional Partnership Workforce Development Board 2011-2012 Annual Workforce Investment Act (WIA) Report The Board received a presentation on the Regional Partnership Workforce Development Board (WDB) 2011-2012 Annual Workforce Investment Act (WIA) Report. Anne Lenhardt serves on the WDB, and spoke regarding the annual report being presented to the Board. She highlighted the accomplishments of the WDB for Orange County. She said people in Orange County working with the unemployed to help find jobs have met some successes, specifically through JOCCA. She said 38 participants successfully completed the workforce investment program and 73 participants were enrolled in the dislocated adult worker program. She said 2 individuals completed the on the job training program and were hired by the employers providing the training. She noted that the unemployment rate in N.C. is still high, at 9.2%, and the WDB thanked the Board for their support. 5. Consent Agenda • Approval of Remaining Consent Agenda A motion was made by Commissioner McKee seconded by Commissioner Pelissier to approve the remaining items on the consent agenda.
