Third bullet in the paragraph that begins with the sentence given above - This bullet is "Approval by the State Fire Marshal's Office." It was my understanding that this approval would not come until sometime in the fall, and yet the Commissioners are scheduled to approve the 2013/2014 budget in June. My understanding was that the bullet should say "Submission for approval by the State Fire Marshal's Office." Please clarify what this bullet means. General Comment If I understand correctly the intent what is being proposed, the boundaries for the new South Orange fire service district and fire insurance district are the same, and the boundaries for the new Greater Chapel Hill fire service district and fire insurance district are also the same. However, it appears that the text of the agenda abstract does not always make that clear, and that therefore the text should be revised in the interest of greater clarity. (III) RECOMMENDATIONS - Pages 4 and 5 of the agenda abstract Recommendation 1 - The suggestion would be to make sure that the three maps are all the appropriate fire service district maps. Recommendation 2 - The suggestion would be to provide the statement of a formal motion to approve the new fire insurance district boundaries for the three districts, as shown in the three appropriate fire insurance district maps. Also included would be a statement that the maps would be submitted for approval to the State Fire Marshal's Office. Michael Talbert's Response to Commissioner Gordon's Questions and Comments: Commissioner Gordon, When the issue of establishing three new fire service districts was discussed at a BOCC work session on November 13, 2012 we anticipated that each new fire service district would be the same as the underlying fire insurance district. This is true for both the South Orange District and Greater Chapel Hill District. The North Chatham Fire Insurance District includes both the Damascus and Southern Triangle Fire Districts. To try and make this issue as simple as possible, Southern Triangle Fire Service District is proposed to be a separate Fire Service District , but included in North Chatham Fire Insurance District. This means there is no change for the existing Damascus Fire District. Therefore there are 2 maps, one for the Southern Triangle Fire Service District and one for the North Chatham Fire Insurance District. The only alternative solution that I could think of was to add 2 maps to the abstract, one to show the South Orange Fire Service District and one for the Greater Chapel Hill Fire Service District. The 2 new maps would be the same as the Fire Insurance Maps and could be confusing to have 2 maps exactly the same with different titles on the map. This is a difficult concept to understand and this issue has discussed by the BOCC 4 times since the work session on November 13, 2013. At this point I don't know how to explain it differently.
