RESOLUTION ADVANCING THE ESTABLISHMENT OF A SOLID WASTE TAX SERVICE <br /> DISTRICT IN ORANGE COUNTY <br /> WHEREAS, THE Orange County Board of Commissioners has determined that it is no <br /> longer appropriate to collect certain fees to fund urban, multifamily, and rural recycling <br /> services; and <br /> WHEREAS, a continued strong, integrated, and collaborative recycling program is in <br /> the best interest of Orange County, it's resident, and its environment; and <br /> WHEREAS, it is vital that a recycling collection program be inclusive of all residents of <br /> Orange County as soon as practicable; and <br /> WHEREAS, the Board of Orange County Commissioners has consistently reaffirmed <br /> the long-established goal of 61 percent waste reduction; and <br /> WHEREAS, an integrated system necessitates that all county jurisdictions have a voice <br /> in decision-making with respect to solid waste issues in the county. <br /> Now, therefore be it RESOLVED that the Orange County Board of Commissioners <br /> directs its staff to immediately begin a process to analyze and develop a Solid Waste Tax <br /> Service District in accord with appropriate North Carolina statutes, said tax district to potentially <br /> include all those portions of Orange County that currently receive curbside recycling. <br /> Be it further RESOLVED that, before enabling such a Solid Waste Tax Service District, <br /> the Board of Commissioners invites the towns of Carrboro, Chapel Hill and Hillsborough to join <br /> this tax district and directs the county manager to meet with the managers of those towns to <br /> determine their willingness to participate, to ascertain their needs and concerns, and report <br /> back to the Board of Commissioners so they may proceed with implementation by the end of <br /> the 2012-13 fiscal year. <br /> Be it further RESOLVED that the Board of Orange County Commissioners requests the <br /> towns participate in establishing a working group, including elected officials, staff, residents <br /> and others to identify the steps required to create an inclusive Solid Waste Tax Service District <br /> and to assess details of its operation and appropriate rates, adopting a schedule of reports, <br /> recommendations, and ultimate agreement that would enable the Solid Waste Tax Service <br /> District to be in place and operational no later than June 30, 2014. <br /> Be it further RESOLVED that the County will collect only the basic 3-R fee for the 2013- <br /> 14 fiscal year, financing all fiscal 2013-14 recycling collection with enterprise fund reserves and <br /> other monies as the commissioners may direct, with funding in subsequent years to come from <br /> those serviced within the tax district. <br /> Commissioner McKee suggested that, because option one and two are still on the <br /> table, each declaration should include "or solid waste authority" in order to keep both options <br /> on the table. <br /> Commissioner Gordon referred to the first "Be it further resolved" paragraph and asked <br /> for clarification on the ending sentence regarding the meaning of"they" and she proposed that <br /> this should read: "...so that the Board my proceed with implementation." <br />
