Many of these are related to outstanding purchase orders, where goods and services <br /> have been ordered but not yet received and/or paid. In accordance with the annual budget <br /> ordinance, funds for outstanding purchase orders are automatically reappropriated in the new <br /> budget. Other appropriations are not fully expended at the end of the fiscal year, and because <br /> there is no purchase order, are not authorized through the budget ordinance to be <br /> reappropriated. Funds for these planned but unencumbered expenditures are set aside as a . <br /> reserved portion of fund balance. In order to carry these funds forward and to authorize their <br /> expenditure in fiscal year 1998-99, it is necessary for the Board to approve the attached <br /> amendment. <br /> Recommendation: The Manager recommends that the Board of Commissioners approve <br /> the attached budget ordinance amendment. <br />
