The attached Intensive Home Visiting Grant Project Ordinance on page 6 of <br /> this abstract provides for the receipt of these grant funds and authorizes the 3.5 full time <br /> equivalent time-limited positions associated with the program. <br /> Department on Aging <br /> 3) At the February 17, 1998 Board meeting, the County Commissioners approved an agreement <br /> with SeniorNet to establish and maintain a computer learning center for senior citizens. This <br /> two-year grant covers all start-up and operational expenses for the project. Jointly funded by <br /> SeniorNet, a volunteer organization, and BellSouth, this 2-year grant provides funds for <br /> start-up and operational expenses. IBM will provide six computers and two printers. The <br /> attached SeniorNet Grant Project ordinance on page 8 of this agenda abstract provides for <br /> the receipt of these funds. <br /> Miscellaneous <br /> 4) In November 1996, the Board of County Commissioners approved the County's <br /> participation in the Emergency watershed Protection Program. Through this program, the <br /> State reimburses the County for 25 percent of the costs associated with cleaning storm <br /> debris, mainly associated with Hurricane Fran, from the County's rivers, streams, and <br /> waterways. The County contracted with Natural Resources Conservation Service (NRCS) <br /> for the clean up, and in turn, MRCS billed us for one-fourth of the total clean-up cost <br /> ($23,844). No County funds are required for the receipt of these funds. The attached budget <br /> amendment appropriates these funds and allows for reimbursement to Natural Resources <br /> Conservation Service. (See block#4, page 3). <br /> Efland Cheeks Community School Park <br /> 5) On April 7, 1998, the Board of County Commissioners approved two contracts associated <br /> with the Efland-Cheeks Community School Park. The attached Efland Cheeks Community <br /> School Park Capital Project Ordinance allocates 1997 bond funds totaling $62,520 for <br /> professional services ($57,520) and a boundary and topographic survey ($5,000). A revised <br /> capital project ordinance including total park construction costs will be presented to the <br /> Board of Commissioners when park plans are finalized within the next few months. <br /> School Capital Projects <br /> 5) On April 7, 1998, the Board of County Commissioners approved an impact fee <br /> reimbursement request from UCC Living Centers. The amount requested and approved was <br /> $120,000 with funding to come from undesignated fund balance in the School Capital Fund. <br /> Block#6 on page 3 of this abstract appropriates these funds and allows for reimbursement. <br /> RECOMMENDATION(S): The Manager recommends that the Board of Commissioners approve <br /> the attached budget amendments, and grant and project ordinances as presented. <br />
