As of February 2013, FTA guidance regarding annual reporting requirements <br /> (a requirement in MAP-21 to streamline the annual reporting process) are still under development. At <br /> this time, it is anticipated that at a minimum Triangle Transit will need to update the financial plan and <br /> financial templates to reflect the sales tax referendum that passed in both Durham and Orange Counties <br /> in November 2012, and that Triangle Transit has begun collecting the sales tax, (the proceeds of which <br /> will fund a significant portion of the local funding for the project). <br /> Additional material may need to be included in the FY 2015 New Starts submission if the Durham- <br /> Orange Light Rail project experiences other "material changes to the scope or cost of the project" since <br /> Triangle Transit formally requested entrance into New Starts in September 2012. <br /> The FTA has determined that a "material change to the scope or cost of the project" to be: <br /> Design and construction scope of work changes <br /> Planning context changes <br /> Schedule changes of six months or more <br /> Change in a funding source or financing method <br /> This determination will be made by Triangle Transit in consultation with the FTA and URS team. <br /> Anticipated Duration:July 2013-June 2014 <br /> Deliverables: <br /> " Updated Financial Template <br /> Updated Financial Plan <br /> " Monthly updates to FTA <br /> " Additional Updated New Starts Templates (if necessary) <br /> " Prepare appropriate documentation regarding material changes in scope or cost <br /> .3 FY 2016 New Starts Subirnit:ta l <br /> The URS team will coordinate with Triangle Transit and FTA to determine the content of the FY 2016 <br /> submission for the project.
