These analyses should only be updated or refined for the DEIS, unless conditions <br />or alignments change affecting DEIS chapters that contain a discussion on Purpose and Need, <br />Alternatives, and Affected Environment. The DEIS effort will consist of updating and refining descriptions <br />of existing conditions, the assessment of potential impacts, and composition of the document. FTA and <br />resource agency coordination will also be a part of this task effort. Project scoping and the Notice of <br />Intent were completed under the AA process and were covered under the previous Scope of Work and <br />further efforts are not included in this current Scope of Work. <br />4. 1. Refiine /Update the Statemer-A of Purpose and feed <br />The purpose of this task is to refine the draft Statement of Purpose and Need (developed during the AA). <br />The URS Team will create the first draft of DEIS Chapter 1 based on the public and agency comments <br />received during the Scoping process. Triangle Transit, committees and others will review the Chapter <br />and it will be revised accordingly. <br />Deliverable: <br />Revised DEIS Chapter on Statement of Purpose and Need (DEIS Chapter 1) (Draft and Final). <br />.2 Aiternatives Corisiidered <br />The URS Team will also develop the definition of alternatives to be carried forward into the DEIS process <br />for detailed analysis. At a minimum, the alternatives defined will be the No -Build and the Build <br />Alternative based upon the LPA recommendation. This will include alignment options in the vicinity of <br />the New Hope Creek area and US 15 -501 and may include a refinement of alignment based upon <br />engineering, environmental, and public involvement activities. Using the results of the AA and the LPA <br />report, the URS team will develop the first draft of Chapter 2 of the DEIS- Alternatives Considered. The <br />Chapter will be reviewed by Triangle Transit, committees, and others (may include FTA) as deemed <br />necessary. <br />Deliverable: <br />0 DEIS Chapter on Alternatives Considered (Chapter 2) (Draft and Final). <br />3 Transportation, Traffic and Parking <br />4.3.1. "traffic Piarrirnfng and Ana, ysis <br />Base Year Micro - Simulation Model Development <br />The first step in this process is the creation of the base year micro - simulation models. All subsequent <br />steps in the study are predicated on this task. The process for this task is described in detail below. It is <br />anticipated that up to six separate micro - simulation models will need to be set up. These models <br />generally coincide with the sub -areas identified in the Draft Traffic Analysis Technical Report.
