57 <br /> Triangle e gicona �'� ���u,'P''���r�Sri��,r�d�u'? �� 1„)r o f c t Developrnent Scope of Work <br /> Deliverables: <br /> Preparation of presentation materials and assistance in conducting meetings and preparation of <br /> meeting minutes <br /> Meeting logistics <br /> 11-4 Coordination with IF"'rA <br /> The purpose of this task is to ensure that the decision-making process for the Durham-Orange Corridor <br /> encourages the FTA to support the project and thereby reduce the potential for delays. Although <br /> scoping is an early formal interface with FTA regarding NEPA compliance, coordination with FTA began <br /> during the Alternatives Analysis (AA) to ensure that FTA is in agreement and approves of the <br /> methodologies being used, the data that was collected, the evaluation and assessment analysis, and the <br /> process for the selection of the locally preferred alternative (LPA). URS will advise Triangle Transit on the <br /> effects of the Moving Ahead for Progress in the 21st Century (MAP-21) on the NEPA process. Revisions <br /> to rules and procedures will likely be refined by FTA during the course of the project. Thus, the URS <br /> team will advise Triangle Transit on forthcoming new rules and processes. Close coordination with FTA <br /> will also be required for the signing of the DEIS and selection of a preferred alternative. Triangle Transit <br /> and URS will collaborate on a strategy for FTA involvement and the URS team will be prepared to <br /> participate in and provide materials for FTA quarterly meetings as directed by Triangle Transit. <br /> Deliverable: <br /> Meeting materials and minutes <br /> 2�2 FUIS IMarmgeuryieint and Coordination <br /> 211 FH,S Technical Studies and IDocuuneintation <br /> The URS team will provide management and oversight of the Final EIS (FEIS) phase of project <br /> development including additional technical studies and documents required from comments on the <br /> DEIS, preparation of errata sheets for the FEIS, as well as public involvement activities. This effort also <br /> includes coordination of internal project team environmental and National Environmental Policy Act <br /> (NEPA) compliance efforts through regular meetings as well as telephone and electronic <br /> communication. It covers quality control of environmental technical reports and NEPA documents, as <br /> well as coordination with other project disciplines such as project/program management, document <br /> control, engineering, station planning and design, New Starts application updates, and transit operations <br /> planning. Coordination elements include preparation, attendance, and documentation of meetings and <br /> electronic and oral communication related to completion of the FEIS. <br /> Deliverable: <br /> Meeting agendas and documentation <br /> 2.21 Coordination with Regulatory Agencies <br /> Coordination with regulatory agencies during the FEIS phase will be consistent with the procedures <br /> established during the DEIS phase with continued regular federal and state interagency meetings being <br /> held to coincide with EIS milestones such as selection of the preferred alternative, review of public <br /> comments, and mitigation commitments.
