34 <br /> ATTACHMENT 6 <br /> 3. `New' Hillsborough Circulator Route <br /> a. Rationale: This route was developed to address air quality <br /> compliance in and around Hillsborough. The route provides service <br /> to social, medical, and educational destinations in the Hillsborough <br /> area. <br /> b. Type: Fixed route <br /> C. Route Classification Note: Orange County considers the <br /> Hillsborough Circulator Route to be a new route based on the July <br /> 1, 2009 effective date of the state Mobility Bill. The route classified <br /> in the OCBRIP as an enhanced route (Appendix B page 3) <br /> d. Funding- Initial funding for this route was provided by a 3-year <br /> Congestion Mitigation Air Quality (CMAQ) grant for federal fiscal <br /> years 2011, 2012, and 2013 (October 1, 2010 — September 30, <br /> 2013). A CMAQ grant such as this one is meant to test the viability <br /> of continuing a public transit fixed route. The route was not initiated <br /> until June 2011, which created eight months of possible <br /> unobligated CMAQ funds for this route. The Town of Hillsborough <br /> has contributed a $23,000 (20%+/-) as its local match. <br /> e. Funding Issue: There is a question that there may not be sufficient <br /> CMAQ funding for the route for the full three years (until June <br /> 2014). Since the initiation of the route was delayed until June 2011 <br /> but grant eligibility began in October 2010, the eight months of <br /> funding, from October 1, 2013 through May 30, 2014 is currently <br /> under discussion with NCDOT. If funding cannot be extended <br /> through this time period, the BOCC may wish to consider <br /> expending OCBRIP funds in FY 14 on the continuation of the <br /> Hillsborough Circulator Route. The Town of Hillsborough has <br /> budgeted $23,000 for its FY 2013-2014 and has $15,000 remaining <br /> contributions for FY 2012-2013. Staff is awaiting a reply from <br /> NCDOT to clarify this issue. <br /> f. Annual Route Option Service Hours and Costs- <br /> i. Current circulator service hours and costs: 8 hours per day, <br /> Monday thru Friday, 250 days per year, 8:00 a.m. — 12:00 p.m. <br /> and 1:00 p.m. — 5:00 p.m. at a cost per hour of$43.09 = 2000 <br /> operational hours at an annual cost of$86,180. <br /> ii. Additional circulator service hours and costs: 2 hours per day <br /> additional, Monday thru Friday, 250 days per year, 7:00 a.m. — <br /> 8:00 a.m. and 5:00 p.m. — 6:00 p.m. at a cost per hour of$43.09 <br /> = 500 additional operational hours at an annual cost of$21,545. <br /> iii. Total new expanded service hours and costs: 10 hours per <br /> day, Monday thru Friday, 250 days per year, 7:00 a.m. — 12:00 <br /> p.m. and 1:00 p.m. — 6:00 p.m. at a cost per hour of$43.09 = <br /> 2500 operational hours at an annual cost of$107,725. <br />
