Clark, SPHR, IPMA CP <br />Di rector <br />MEMORANDUM <br />To: Frank Clifton, County Manager <br />From: Nicole Clark, Human Resources Director <br />Date: June 4, 2013 <br />Subject: Ban the Box <br />Phone (919) 245 -2550 <br />Fax (919) 644 -3009 <br />At the May 15, 2012 Regular Board Meeting, Mr. Hank Elkins representing the Partnership to End <br />Homelessness brought forth a petition asking that the Board of Commissioners revise the county <br />employee recruitment /application process to delay and /or possibly eliminate asking questions of <br />applicants regarding criminal history. <br />Since September 2012, there have been no job postings that require an applicant to indicate whether <br />or not they have a criminal background. Criminal background screenings are only conducted on <br />certain positions after a job offer has been made. The Human Resources Department conducts <br />criminal background screenings on all Department Directors and above. We've conducted seven <br />background screenings in FY 12 -13 and no one has been denied employment due to having a <br />criminal record. Of the 160 job postings to date for FY 12 -13, approximately 25 may require a <br />criminal background screening once a job offer is made. <br />Additionally, the Departments of Aging, Cooperative Extension, DEAPR, Emergency Services, <br />Finance and Administrative Services, and the Sheriff's Department conduct their own criminal <br />background screenings on certain positions as well as volunteers.
