30 <br />Facility Improvements <br />The task force considers the improvements to the Northern Human Services <br />Center as an opportunity for it to serve as a model demonstration project for solar <br />and energy efficiency. There are several possibilities to pursue with respect to <br />the HVAC system and water heating system. Staff is planning to contact the <br />Solar Center, at North Carolina State University, to discuss possible options. <br />In addition to replacement of the wastewater treatment system, the Public Works <br />Department has assessed the facility and identified a list of possible <br />improvements. The majority of these activities have been identified as needs in <br />past Capital Investment Plans. Attachment XI is a list of these proposed <br />improvements. However, the five most critical improvements are to: <br />I. Relocate or expand the existing wastewater treatment system <br />11. Replace the HVAC system (research alternative%nergy efficient systems) <br />III. Replace the windows and exterior doors and locks (investigate solar <br />possibilities) <br />IV. Replace the roof (after the 10 -year warranty expires in 2004; included in <br />the CIP Roofing Reserve Account) <br />V. Secure a new well, water distribution system, holding tanks, etc. (research <br />feasibility of solar water heating system design) <br />Staff will research HVAC alternative / energy efficient systems which may be <br />suitable for the NHSC. A recommendation will be brought to the Board as soon <br />as available. The roof replacement is included in the CIP. The above - referenced <br />items are considered essential in order to make the building habitable, suitable <br />for expanded use and functional. The remaining needs described in Attachment <br />XI may be phased in over time. <br />Another key component to this property assessment is the potential for increased <br />recreational activities. Several amenities have been proposed — contingent upon <br />surveys, soil analysis, site plans and public /community input through park design <br />meetings. The following list highlights the possible recreational activities. For a <br />more detailed description, see Attachment XI I, Proposed Recreational Facilities, <br />which outlines three park scenarios, based on different designs and different size <br />parks. <br />Low Impact /Passive Recreation <br />• Nature trail (natural surface) through woodlands to lake (with interpretive <br />signage) <br />• Picnic area with tables <br />• Benches overlooking the lake <br />• Rustic toilet facility (near picnic area) <br />
