This was <br /> proposed to allow replacement of this equipment following relocation of most inmates and staff <br /> from the existing Jail to the new Jail. A total of $1,709,200 remained in the 2012-17 CIP for <br /> fiscal year 2012-13, with $752,400 moved to year 2015-16. Approximately $372,000 of the <br /> $752,400 was estimated for replacement of existing HVAC equipment in the Jail, with the <br /> remainder being for new ventilation and exhaust systems, etc., as part of repurposing of <br /> existing Jail following occupancy of a new Jail. <br /> Replacement of the existing HVAC equipment as part of the current project rather than waiting <br /> until completion of the new Jail will save approximately $260,000. As such, AMS staff <br /> recommends completion of all aspects of the project, including interior equipment at the Jail at <br /> this time, due to both the timing of completion of the new Jail and the attractive pricing of the <br /> overall project based on the bid received from Warren-Hay Mechanical. <br /> Based on results from the existing geo-thermal installations currently serving the Justice Center <br /> and the Link Center, the replacement geo-thermal system is projected to save the County 30- <br /> 35% in energy costs annually with significantly lower maintenance costs and quieter, more <br /> environmentally sustainable operations. While the geothermal system's initial cost is <br /> approximately 10% higher than conventional systems, it will pay for this premium within 8 years <br /> of operation in saved energy costs. <br /> While no grant funding opportunities were identified as being available for this project, the <br /> project is eligible for a project funding rebate from Duke Energy under their "Smart $aver' <br /> Incentive Program. AMS and staff with RN&M are currently preparing the necessary <br /> applications for funding through this program. <br /> As the recommended location for installation of the geo-thermal well field includes areas around <br /> the Farmers' Market pavilion, AMS staff met with representatives from the Farmers' Market and <br /> the Sheriff to make arrangements for temporary relocation of the Saturday morning market to <br /> the parking area in front of the Sheriff's Department. This will assure uninterrupted operation <br /> and maintain visibility for market customers.
