However, in this situation, <br /> the Attorney General's office will not negotiate many of these provisions and the Manager <br /> recommends approval as set out below. <br /> FINANCIAL IMPACT: The Manager recommended Capital Investment Plan contemplated a <br /> budget of $30 million for this project. FY2013-14 expenditures of $250,000 will accommodate <br /> portions of the initial site programming and schematic design work, assuming that the Lease is <br /> executed in July of 2013 and a designer is a selected by the Board in early fall 2013. <br /> RECOMMENDATION(S): The Manager recommends the Board: <br /> 1) Enter into a fifty year Land lease Agreement with the State of North Carolina for an <br /> estimated 8.53 acre parcel located near the existing Orange Corrections Facility at a rate <br /> of $1 per year for the purpose of the development and construction of a County Jail <br /> facility; and <br /> 2) Authorize the Chair, upon final approval of the County Attorney, to sign the Land Lease <br /> Agreement on behalf of the Board of County Commissioners. <br />
