2 <br /> In December 2012 the BOCC approved the location of two storm debris management sites <br /> (DMS) that have received conditional approval by the NC Division of Waste Management in May <br /> 2013. One approved DMS is located at the Future Millhouse Road Park encompassing about <br /> 15 acres. The second approved DMS is located at the Future Northeast District Park <br /> encompassing about 5.28 acres accessible from Mincey Road. A previously existing DMS is <br /> located on landfill property on Eubanks Road. The location and severity of a storm event will <br /> dictate which DMS may be activated. <br /> Requests for proposals were prepared for Debris Removal and Processing Services. Sealed <br /> proposals were received from five (5) firms: <br /> Phillips & Jordan, Inc. — Robbinsville, NC <br /> Ceres Environmental Services, Inc. — Sarasota, FL <br /> Omni Pinnacle, LLC — Pearl River, LA <br /> Helsley R. Lee Contracting, Inc. — Picayune, MS <br /> Ralph Hodge Construction Company—Wilson, NC <br /> After a thorough evaluation of the proposals, the Solid Waste Management Department <br /> recommends that Phillips & Jordan, Inc. be awarded the primary contract for Debris Removal <br /> and Processing Services, effective July 1, 2013. Criteria to which each firm was evaluated <br /> against included Qualifications and Experience of Firm, Knowledge of the County and Local <br /> Emergency Management Needs, References and Cost. The Phillips & Jordan, Inc. proposal, <br /> which is incorporated into the agreement as an attachment, is available <br /> at http://orangecountync.gov/occlerks/1306185p1a.pdf. <br /> In the interest of having a contractor in place prior to the long summer break and <br /> acknowledgement that there would be some risk of a major storm during the break, staff is only <br /> recommending a primary contractor at this time. Solid Waste Management will negotiate an <br /> agreement with a secondary contractor over the summer and may return to the BOCC at the <br /> September 5, 2013 regular meeting with a recommendation from among the remaining firms. <br /> Maintaining an agreement with a second contractor would provide a greater level of <br /> preparedness and reserve capability than a single contractor. <br /> FINANCIAL IMPACT: The primary purpose of the agreement is to ensure that adequate <br /> staffing and equipment resources, in the event of a severe storm event, are available to <br /> effectively manage the large quantities of debris likely to be generated. There are no expenses <br /> anticipated related to this agreement without an emergency declaration by the Chair of the <br /> Board of County Commissioners. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the agreement <br /> with Phillips & Jordan, Inc. for Emergency Debris Removal and Processing Services and <br /> authorize the Chair to sign the agreement. <br />
