1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 18, 2013 <br /> Action Agenda <br /> Item No. 5-p <br /> SUBJECT: Emergency Debris Removal and Processing Services Agreement <br /> DEPARTMENT: Solid Waste Management PUBLIC HEARING: (Y/N) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) Debris Removal and Processing <br /> Agreement (Proposal Attachment is Michael Talbert, 245-2153 <br /> available at Gayle Wilson, 968-2885 <br /> http://orangecountync.gov/occlerks/ <br /> 130618501 a.pdf) <br /> 2) Cost Evaluation Spreadsheet <br /> PURPOSE: To enter into an agreement between the County of Orange and Phillips & Jordan, <br /> Inc. for the purpose of providing Emergency Debris Removal and Processing Services. <br /> BACKGROUND: The Solid Waste Management Department along with Orange County <br /> Emergency Services prepared a needs-assessment for storm debris management utilizing the <br /> Federal Emergency Management Agency's modeling to estimate quantities of waste materials <br /> that could possibly be generated in a moderate-to-heavy storm event (hurricane, ice storm, <br /> tornado, etc.). The quantities derived from this analysis indicate a magnitude of potential debris <br /> that would likely overwhelm the County's current capabilities, which will be significantly <br /> diminished following the closing of the landfill and the associated staff reorganization. The odds <br /> of a major storm event happening any given year are rather small, but the inevitability of a major <br /> event at some point is a certainty. <br /> A recommended course of action that would provide Orange County the necessary debris <br /> management capability to adequately respond to this type of event was developed by the Solid <br /> Waste Management Department, with Emergency Services providing assistance and additional <br /> guidance provided by the NC Department of Crime Control and Public Safety. Approval of this <br /> agreement will put in place the final key element of the County's emergency storm debris <br /> management preparation strategy and another means by which to facilitate Federal Emergency <br /> Management Agency (FEMA) reimbursements. <br /> In June 2011 the Board of Commissioners (BOCC) approved an agreement with Neel-Schaffer, <br /> Inc. to provide Disaster Management, Monitoring and Recovery Services. In March 2013 a <br /> Memorandum of Agreement was executed with the NC Department of Transportation that <br /> allows emergency cooperation during a federally declared event. <br />
