6 <br /> 1 Heather Altman said this is the eleven year mark of the Master Aging Plan and this is an <br /> 2 awarding winning program. She said this was the first plan of its kind implemented in the state. <br /> 3 Chair Jacobs asked how guidance and service is made available to seniors <br /> 4 Janice Tyler said there is an aging helpline number and this is intended to be the one- <br /> 5 stop shop. <br /> 6 Heather Altman said there is a 411 and a 911 number and it can meet any need. <br /> 7 Janice Tyler said the board will be hearing more information about long term care <br /> 8 facilities in the near future. <br /> 9 Chair Jacobs suggested that information on the hotline be given to the public affairs <br /> 10 officer for a possible press release. <br /> 11 <br /> 12 • Agricultural Preservation Board - Howard McAdams, Co-Chair; (with Department <br /> 13 of Environment, Agriculture, Parks and Recreation Director David Stancil) <br /> 14 <br /> 15 Howard McAdams said the board is increasing the number of acres in the voluntary <br /> 16 agriculture districts. He said that a year ago, there were 2,956 acres and there are now 4,597 <br /> 17 acres in the districts. He said that by June 1 there will be 5,463 acres. He said agriculture is <br /> 18 thriving in Orange County and strawberry season is approaching in May. <br /> 19 Commissioner McKee said there is some transition being done into the enhanced <br /> 20 voluntary agriculture districts, which will provide a few more benefits. <br /> 21 Commissioner Pelissier said there was mention of a meeting with all county agriculture <br /> 22 boards for joint planning and she asked what came out of this. <br /> 23 Howard McAdams said that meeting was a year ago. <br /> 24 Chair Jacobs asked if the board did get a report. <br /> 25 Dave Stancil said this meeting was noted as part of an answer to the question regarding <br /> 26 the board's most important accomplishments and it did not go by a 12 month standard. He said <br /> 27 this meeting was part of the creation of the Agricultural Development and Farmland <br /> 28 Preservation Plan and there was an outcome that the Board of County Commissioners <br /> 29 approved. This plan is now being implemented. <br /> 30 Chair Jacobs encouraged the board to convene another meeting in the coming months <br /> 31 and he offered to provide suggestions for topics. <br /> 32 Chair Jacobs referred to the last page of concerns and emerging issues, and working <br /> 33 with the tax administrative office. He asked Dave Stancil if there has been a meeting yet and <br /> 34 he encouraged staff to do so before the legislature makes changes to the use value system. <br /> 35 Commissioner McKee said, having been involved in these transfers, he can say that the <br /> 36 staff working in the tax office are accommodating and competent. <br /> 37 Chair Jacobs noted that Orange County has the highest use value percentage in the <br /> 38 region, partially because the County's policy to be accommodating. He suggested that <br /> 39 information be put on the website. <br /> 40 <br /> 41 • Arts Commission -Alice Levinson, Chair ( with Arts Commission Director Martha <br /> 42 Shannon) <br /> 43 Martha Shannon said Alice Levinson was ill and unable to be here tonight. Martha <br /> 44 Shannon said the Arts Commission has a role to play in carrying out Goal 3 (Economic <br /> 45 Development) and Goal 6 (Quality of Life) of the BOCC's Goals and Priorities Fiscal Year 2009- <br /> 46 10. She read directly from the abstract notes as follows: <br /> 47 The role of the OCAC in tourism is to help local artists and arts agencies create the <br /> 48 "product" (visual art exhibits, musical concerts, studio tours, theatre performances, etc.) that <br /> 49 both locals and visitors come to Orange County to enjoy.
