9 <br /> 1 She recognized former and present board members. <br /> 2 She said Orange County has the best early childcare in N.C. and this is because of the <br /> 3 support of the community and elected officials. <br /> 4 She read the revised resolution: <br /> 5 <br /> 6 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 7 RES-2013-034 <br /> 8 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 9 Resolution In Support of Smart Start and NC Pre K <br /> 10 <br /> 11 WHEREAS, Orange County needs the most skilled employees now and in the future; and <br /> 12 <br /> 13 WHEREAS, communities that develop and retain skilled employees excel and spend less tax <br /> 14 money on expensive remedial programs; and <br /> 15 <br /> 16 WHEREAS, public policies must support the development of the next generation of workers so <br /> 17 that they can continue to innovate and lead; and <br /> 18 <br /> 19 WHEREAS, high quality early care, education and services support the early development and <br /> 20 learning of young children, and make possible the development of a strong future workforce for <br /> 21 our community and businesses; and <br /> 22 <br /> 23 WHEREAS, research shows that children who enter kindergarten healthy and ready to succeed <br /> 24 grow to be job-ready workers who help businesses prosper and good residents who help <br /> 25 communities thrive; and <br /> 26 <br /> 27 WHEREAS, Smart Start and NC Pre K help create a beneficial workforce, productivity and <br /> 28 quality of life conditions in our state by reducing the achievement gap for at-risk and <br /> 29 underprivileged children, producing better outcomes in education, health, personal productivity <br /> 30 and economic vitality; and <br /> 31 <br /> 32 WHEREAS, Smart Start and NC Pre K contribute to the local economy of Orange County by <br /> 33 supporting small businesses, creating jobs and allowing parents to work; and <br /> 34 <br /> 35 WHEREAS, Orange County supports strong education at all levels from preschool through <br /> 36 higher education; <br /> 37 <br /> 38 NOW, THEREFORE BE IT RESOLVED that we, the Orange County Board of Commissioners, <br /> 39 strongly recommend the North Carolina General Assembly support current eligibility criteria and <br /> 40 the current levels of funding, and consider increasing funding, for Smart Start and NC Pre K in <br /> 41 the FY 2013-2014 budget and future budget years. <br /> 42 <br /> 43 This the 7th day of May, 2013. <br /> 44 <br /> 45 A motion was made by Commissioner Pelissier, seconded by Commissioner McKee to <br /> 46 approve a Resolution In Support of Smart Start and NC Pre K and authorize the Chair to sign. <br /> 47 <br /> 48 Commissioner Dorosin said he appreciated this resolution coming forward. He said <br /> 49 this is more of the legislature's war on education. He said every child in N.C. has a <br /> 50 constitutional right to a sound education and this particularly applies to those students who are <br />
