5 <br /> 1 Chair Jacobs said this has been one of the most chronic issues in the County with <br /> 2 regard to an inability to cooperate. He noted that David Stancil has worked on this for quite a <br /> 3 while. <br /> 4 Chair Jacobs noted that terms were extended for several of the council members, in <br /> 5 order to allow for completion of the master parks plan. He asked when an update would be <br /> 6 given. <br /> 7 Dave Stancil said this process is in the middle of focus groups and is scheduled to <br /> 8 report to the Board in May. <br /> 9 Chair Jacobs asked Dave Stancil to send dates and times of information sessions. <br /> 10 Chair Jacobs said the last item of the PARC is the possibility of a working farm <br /> 11 component park site. He noted that there is a judge in the county who would like to have a <br /> 12 working farm for misdemeanants to work off some of their debt to society. He gave an example <br /> 13 of this, from a similar farm in Oregon, in which the workers pay per hour was given as <br /> 14 restitution to the victims of their crimes. He said that perhaps, with a partnership between the <br /> 15 judicial system, the agricultural preservation community and the parks community, there could <br /> 16 be a creative solution. <br /> 17 <br /> 18 • Advisory Board on Aging - Heather Altman, Chair (with Department on Aging <br /> 19 Director Janice Tyler) <br /> 20 Advisory Board on Aging Chair Heather Altman said the board tries to have engaging <br /> 21 meetings and she is representing her 12 member board, as well as 19,000 senior citizens. She <br /> 22 thanked Commissioner Pelissier for serving on the Master Aging Plan steering committee. She <br /> 23 said that the Commissioners presence is missed, and she gave an open invitation for the <br /> 24 Commissioners to join the board meetings in future. She said this is an extremely active board, <br /> 25 and many members work on sub-committees and are working hard on the Master Aging Plan. <br /> 26 She said there is usually a waitlist to join the board. <br /> 27 She said the board is so inspired by Janice Tyler and her staff and their commitment to <br /> 28 Orange County and its senior citizens. <br /> 29 She referenced the Master Aging Plan and said the board is actively working on 32 of 41 year <br /> 30 one implementation strategies and is moving forward toward Phase 2. She said this plan <br /> 31 outlines a variety of objectives and strategies looking at health and wellness for seniors in <br /> 32 Orange County. <br /> 33 She listed some examples of implementations as follows: <br /> 34 • Creation of a Chinese language service capacity <br /> 35 • Provision of educational seminars at the Senior Centers <br /> 36 • Development of a Department on Aging Information Dissemination Plan <br /> 37 • Development of an Emergency Medical Services falls prevention program <br /> 38 • Application submission for funding of a Mobility Manager/transportation <br /> 39 assistance program <br /> 40 • Expanded advocacy for use of transit tax <br /> 41 • Expansion of Low cost mental health counseling at the Seymour Center <br /> 42 • Creation of a Long Term Care Learning Collaborative <br /> 43 <br /> 44 Commissioner Rich asked about Heather Altman's career life as it relates to her <br /> 45 volunteer life. <br /> 46 Heather Altman said she is the Director of Community Connections at Carol Woods <br /> 47 Retirement Community. <br /> 48 Chair Jacobs noted that he and Commissioner Gordon both served on the first two <br /> 49 iterations of the Master Aging Plan. <br />
