8 <br /> 1 WHEREAS, Orange County continues to pursue partnership opportunities to preserve these <br /> 2 important and often irreplaceable resources, to seek new and innovative ways to make local <br /> 3 history engaging to the public, and to encourage others to do the same; and <br /> 4 <br /> 5 WHEREAS, historic preservation is an effective tool for managing growth, revitalizing <br /> 6 neighborhoods, fostering local pride and maintaining community character while enhancing <br /> 7 livability; and <br /> 8 <br /> 9 WHEREAS, historic preservation is relevant for communities across the nation, both urban and <br /> 10 rural, and for Americans of all ages, all walks of life and all ethnic and cultural backgrounds; <br /> 11 and <br /> 12 <br /> 13 WHEREAS, Orange County has demonstrated its commitment to historic preservation by using <br /> 14 the restored Alexander Dickson House in Hillsborough as a visitor center, conserving historic <br /> 15 farmsteads at future County parks, preserving the historic Old County Courthouse, and <br /> 16 designating important properties with historic and architectural significance as local landmarks; <br /> 17 and <br /> 18 <br /> 19 WHEREAS, "See! Save! Celebrate!" is the theme for National Historic Preservation Month <br /> 20 2013, cosponsored by the Alliance for Historic Hillsborough, Preservation Chapel Hill, the <br /> 21 Orange County Historic Preservation Commission and the National Trust for Historic <br /> 22 Preservation; <br /> 23 <br /> 24 NOW THEREFORE, we, the Orange County Board of Commissioners, do hereby proclaim May <br /> 25 2013 as National Historic Preservation Month and call upon the people of Orange County to join <br /> 26 their fellow residents across the United States in recognizing and participating in this special <br /> 27 observance. <br /> 28 <br /> 29 This the 7th day of May, 2013. <br /> 30 <br /> 31 A motion was made by Commissioner McKee, seconded by Commissioner Rich to <br /> 32 approve a proclamation proclaiming May 2013 as National Historic Preservation Month in <br /> 33 Orange County. <br /> 34 <br /> 35 VOTE: UNANIMOUS <br /> 36 <br /> 37 g_ Resolution in Support of Smart Start and NC Pre K <br /> 38 The Board considered a Resolution In Support of Smart Start and NC Pre K and <br /> 39 authorizing the Chair to sign. <br /> 40 Chair Jacobs referenced the pink version with two legislative amendments and asked <br /> 41 for clarification on this. <br /> 42 Margaret Samuels, Executive Director, Partnership for Children, thanked the <br /> 43 Commissioners for this resolution and the support. She said that there are only 2,000 days <br /> 44 from when a child is born until they start Kindergarten and the support of the community makes <br /> 45 these days invaluable. <br /> 46 She said there were updates on funding included in the packet. She said there is not a <br /> 47 Senate or House budget so it is difficult to make projections. She said that House Bill 935 <br /> 48 passed the House today with two amendments. She said the first amendment in the packet <br /> 49 was to move from poverty level for children from 100% to 130%. She said the other <br /> 50 amendment is to delay the bill until July 1, 2014. <br />
