21 <br /> 1 <br /> 2 Pages 3 and 4 - Greater Chapel Hill Fire Service District First paragraph - It is not clear why the <br /> 3 following statement is made: <br /> 4 "...the net impact for the new North Chatham Fire Insurance District is a revenue increase of <br /> 5 $276,025 from $1,706 to $277,731." <br /> 6 <br /> 7 The wording should be " ,the net impact for the new Greater Chapel Hill Fire Service <br /> 8 District is a revenue increase of$276,025 from $$1,706 to $277,731." <br /> 9 <br /> 10 Page 4 - "Listed below are actions that need to be taken before three <br /> 11 (3) new Fire Service Districts can be created and included in the County's Fiscal Year <br /> 12 2013/2014 annual budget." <br /> 13 Third bullet in the paragraph that begins with the sentence given above - This bullet is <br /> 14 "Approval by the State Fire Marshal's Office." <br /> 15 It was my understanding that this approval would not come until sometime in the fall, and yet <br /> 16 the Commissioners are scheduled to approve the 2013/2014 budget in June. My <br /> 17 understanding was that the bullet should say "Submission for approval by the State Fire <br /> 18 Marshal's Office." Please clarify what this bullet means. <br /> 19 <br /> 20 The revised fire insurance district maps will be submitted to the State Fire Marshal's <br /> 21 Office after the Board's approval on April 23, 2013. The State Fire Marshal has told staff <br /> 22 that it will take 4 to 6 months for their office to review and approve the new maps. <br /> 23 <br /> 24 General Comment <br /> 25 If I understand correctly the intent what is being proposed, the boundaries for the new South <br /> 26 Orange fire service district and fire insurance district are the same, and the boundaries for the <br /> 27 new Greater Chapel Hill fire service district and fire insurance district are also the same. <br /> 28 However, it appears that the text of the agenda abstract does not always make that clear, and <br /> 29 that therefore the text should be revised in the interest of greater clarity. <br /> 30 <br /> 31 (III) RECOMMENDATIONS - Pages 4 and 5 of the agenda abstract <br /> 32 <br /> 33 Recommendation 1 - The suggestion would be to make sure that the three maps are all the <br /> 34 appropriate fire service district maps. <br /> 35 <br /> 36 Recommendation 2 - The suggestion would be to provide the statement of a formal motion to <br /> 37 approve the new fire insurance district boundaries for the three districts, as shown in the three <br /> 38 appropriate fire insurance district maps. Also included would be a statement that the maps <br /> 39 would be submitted for approval to the State Fire Marshal's Office. <br /> 40 <br /> 41 You are correct, the boundaries for the new South Orange fire service district and fire <br /> 42 insurance district are the same, and the boundaries for the new Greater Chapel Hill fire <br /> 43 service district and fire insurance district are also the same. <br /> 44 <br /> 45 The Abstract is a public document and I don't think it is proper to change the <br /> 46 recommendations. I would encourage you to make any changes to the motions to <br /> 47 approve that you think are appropriate. <br /> 48 <br /> 49 Let me know if you have any other questions. <br /> 50 <br />
