20 <br /> 1 Recommendation 1 - The suggestion would be to make sure that the three maps are all the <br /> 2 appropriate fire service district maps. <br /> 3 <br /> 4 Recommendation 2 - The suggestion would be to provide the statement of a formal motion to <br /> 5 approve the new fire insurance district boundaries for the three districts, as shown in the three <br /> 6 appropriate fire insurance district maps. Also included would be a statement that the maps <br /> 7 would be submitted for approval to the State Fire Marshal's Office. <br /> 8 <br /> 9 Michael Talbert's Response to Commissioner Gordon's Questions and Comments: <br /> 10 <br /> 11 <br /> 12 Commissioner Gordon, <br /> 13 <br /> 14 When the issue of establishing three new fire service districts was discussed at a BOCC <br /> 15 work session on November 13, 2012 we anticipated that each new fire service district <br /> 16 would be the same as the underlying fire insurance district. This is true for both the <br /> 17 South Orange District and Greater Chapel Hill District. The North Chatham Fire Insurance <br /> 18 District includes both the Damascus and Southern Triangle Fire Districts. To try and <br /> 19 make this issue as simple as possible, Southern Triangle Fire Service District is <br /> 20 proposed to be a separate Fire Service District , but included in North Chatham Fire <br /> 21 Insurance District. This means there is no change for the existing Damascus Fire <br /> 22 District. Therefore there are 2 maps, one for the Southern Triangle Fire Service District <br /> 23 and one for the North Chatham Fire Insurance District. <br /> 24 <br /> 25 The only alternative solution that I could think of was to add 2 maps to the abstract, one <br /> 26 to show the South Orange Fire Service District and one for the Greater Chapel Hill Fire <br /> 27 Service District. The 2 new maps would be the same as the Fire Insurance Maps and <br /> 28 could be confusing to have 2 maps exactly the same with different titles on the map. <br /> 29 <br /> 30 This is a difficult concept to understand and this issue has discussed by the BOCC 4 <br /> 31 times since the work session on November 13, 2013. At this point I don't know how to <br /> 32 explain it differently. <br /> 33 <br /> 34 Pages 2 and 3 - Southern Triangle Fire Service District Last paragraph on page 2 (which <br /> 35 continues to the top of page 3) - The text refers to "the area in yellow" but it is not clear where <br /> 36 that area might be on the maps included in the agenda materials. It is also not clear why <br /> 37 Attachment 2 is referenced at the top of page 3. <br /> 38 <br /> 39 The "the area in yellow" is from a previous abstract and should have been deleted. <br /> 40 Sentence should read "The Town of Chapel Hill is better positioned and has agreed to <br /> 41 serve the 112 homeowners located more than six (6) road miles from the nearest North <br /> 42 Chatham Station. <br /> 43 <br /> 44 Second full paragraph on page 3 (which is also the last paragraph for this fire district) - The <br /> 45 New Southern Triangle Fire Service is not the same as the New North Chatham Fire Insurance <br /> 46 District because the latter includes the Damascus fire district. My question here is what is the <br /> 47 status of the Damascus fire district. Is it still a fire protection district? <br /> 48 <br /> 49 Damascus is still a Fire Protection District <br />
