15 <br /> 1 WHEREAS, the Board of Orange County Commissioners has consistently reaffirmed <br /> 2 the long-established goal of 61 percent waste reduction; and <br /> 3 <br /> 4 WHEREAS, an integrated system necessitates that all county jurisdictions have a voice <br /> 5 in decision-making with respect to solid waste issues in the county. <br /> 6 <br /> 7 Now, therefore be it RESOLVED that the Orange County Board of Commissioners <br /> 8 directs its staff to immediately begin a process to analyze and develop a Solid Waste Tax <br /> 9 Service District in accord with appropriate North Carolina statutes, said tax district to potentially <br /> 10 include all those portions of Orange County that currently receive curbside recycling. <br /> 11 <br /> 12 Be it further RESOLVED that, before enabling such a Solid Waste Tax Service District, <br /> 13 the Board of Commissioners invites the towns of Carrboro, Chapel Hill and Hillsborough to join <br /> 14 this tax district and directs the county manager to meet with the managers of those towns to <br /> 15 determine their willingness to participate, to ascertain their needs and concerns, and report <br /> 16 back to the Board of Commissioners so they may proceed with implementation by the end of <br /> 17 the 2012-13 fiscal year. <br /> 18 <br /> 19 Be it further RESOLVED that the Board of Orange County Commissioners requests the <br /> 20 towns participate in establishing a working group, including elected officials, staff, residents and <br /> 21 others to identify the steps required to create an inclusive Solid Waste Tax Service District and <br /> 22 to assess details of its operation and appropriate rates, adopting a schedule of reports, <br /> 23 recommendations, and ultimate agreement that would enable the Solid Waste Tax Service <br /> 24 District to be in place and operational no later than June 30, 2014. <br /> 25 <br /> 26 Be it further RESOLVED that the County will collect only the basic 3-R fee for the 2013- <br /> 27 14 fiscal year, financing all fiscal 2013-14 recycling collection with enterprise fund reserves and <br /> 28 other monies as the commissioners may direct, with funding in subsequent years to come from <br /> 29 those serviced within the tax district. <br /> 30 <br /> 31 Commissioner McKee suggested that, because option one and two are still on the table, <br /> 32 each declaration should include "or solid waste authority" in order to keep both options on the <br /> 33 table. <br /> 34 Commissioner Gordon referred to the first "Be it further resolved" paragraph and asked <br /> 35 for clarification on the ending sentence regarding the meaning of"they" and she proposed that <br /> 36 this should read: "...so that the Board my proceed with implementation." <br /> 37 Commissioner Gordon asked for clarification of those parties involved in the working <br /> 38 group. She asked if the intent of motion was to choose the tax district tonight. <br /> 39 Chair Jacobs said he has heard that the majority of the board was leaning toward tax <br /> 40 district. <br /> 41 Commissioner Dorosin said, as he understands, the current consensus of the Board is <br /> 42 that 2013-14 will have the current level of service remain in place; and all fees but the basic 3-R <br /> 43 fee will go away. <br /> 44 Chair Jacobs said it will be the same level of service only if the towns participate. <br /> 45 Commissioner Dorosin clarified that any option chosen will go into effect July 1, 2014, <br /> 46 allowing a year and a few months to work out details. <br /> 47 Chair Jacob said yes, including discussion of the authority. <br /> 48 John Roberts pointed out that the idea that a county wide service district does not <br /> 49 require notice is wrong.
