He said there could then be a process to tweak and <br /> 2 improve the system without throwing out the baby with the bathwater. <br /> 3 Tom O'Dwyer said he would like to thank Frank Clifton for the narrowing of the options <br /> 4 to the current three. He said he understands that the taxes currently used would simply be <br /> 5 transferred into the tax district, so there is no additional expense. He said he is only concerned <br /> 6 about the partnership between Orange County and the municipalities. He encouraged Frank <br /> 7 Clifton to reach out to these municipalities to work out a system of scale economy for the <br /> 8 recycling program. <br /> 9 B.J. Tipton is a resident of Bingham Township and said she would like to echo the <br /> 10 previous comments of her neighbors. She said she had the opportunity to live in a different <br /> 11 state and part of the reason she and her husband decided to stay here, was this recycling <br /> 12 program. She feels very strongly about anything that undermines that and she feels the tax <br /> 13 district is the way to go. <br /> 14 Terri Buckner lives in a rural curbside collection area. She said that for every pound of <br /> 15 recycling collected contributes to a more socially just environment. This waste is not being <br /> 16 taken to a transfer station in another town to be delivered to a landfill in another state, which <br /> 17 means less fossil fuel being used and less imposition on others. She feels that only the district <br /> 18 tax and the authority should be considered as options. <br /> 19 Marty Mandell is a Carrboro resident and she is pleased with her curbside recycling. <br /> 20 She said she heard the comment regarding the sale of compost to a company in Chatham, and <br /> 21 she heard that Orange County is able to sell recycling materials to others. She said she also <br /> 22 knows of many communities who use recycled materials to make all sorts of goods. She asked <br /> 23 if these ideas shouldn't be developed more. <br /> 24 Bill Black lives in rural Orange County and he is new to the area and thinks this recycling <br /> 25 program is amazing. He came from an area that does not have curbside recycling and he <br /> 26 asked the County to preserve this service, even if it's on a pay per use basis. He said that it is <br /> 27 hard to estimate the cost of all of the residents driving to the convenience centers. <br /> 28 Jan Sassaman said he agreed with a lot of the comments made, especially with respect <br /> 29 to tax districts and working together with the towns. He said in order to expedite this process, <br /> 30 he sent the Board a draft resolution to help in forming their own resolution. <br /> 31 Susan Walser lives in Bingham Township and she has followed the solid waste issues <br /> 32 for years. She feels that residents of Orange County support recycling and she hears that <br /> 33 residents want flexibility. She does not see any discussion of this flexibility for residents going <br /> 34 on in the Board meetings. She referenced a survey that was given to SWAB several years ago <br /> 35 and she requested that the Board go back to the residents to determine their wants. <br /> 36 Norma White agreed with Susan Walser and she also referenced the survey done five <br /> 37 years ago for rural residents. In her case, this survey was for residents using the Walnut <br /> 38 Grove Convenience Center. She said that, in that survey, curbside recycling was not an option, <br /> 39 because it could not be used. She said she hopes the Board will consider this in its decision. <br /> 40 She said that curbside works well in some areas, but it does not work in others. She said that <br /> 41 any authority should not have the authority to put landfills wherever they desire. She also said <br /> 42 that any tax district should be created to be fair to rural people. <br /> 43 Don O'Leary lives in rural Orange County, Bingham Township. He has to make trips to <br /> 44 the dump and he brings his recycling when he goes. He said he would like to see options with <br /> 45 regard to curbside service. . <br /> 46 Gerald Turner said every time the county recycles, it means less being hauled to <br /> 47 Durham County. <br /> 48 Resident of Durham, (name not audible- not signed up to speak)who grew up in Orange <br /> 49 County and was spoiled by the recycling program.
