Gordon, Barry Jacobs, Earl McKee, Bernadette Pelissier, Renee Price and 13 Penny Rich 14 COUNTY COMMISSIONERS ABSENT: 15 COUNTY ATTORNEYS PRESENT: John Roberts 16 COUNTY STAFF PRESENT: County Manager Frank Clifton, Assistant County Managers 17 Michael Talbert, Clarence Grier and Clerk to the Board Donna Baker (All other staff members 18 will be identified appropriately below) 19 NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT 20 AGENDA FILE IN THE CLERK'S OFFICE. 21 22 1. Additions or Changes to the Agenda 23 Chair Jacobs reviewed the items at the Commissioners Places: 24 25 - Pink— Item 6a - Public Hearing to Consider Operational and Funding Options for 26 Orange County's Solid Waste and Recycling Programs 27- - White— Item 7a -Establishment of Three (3) New Fire Service Districts 28- and Approve New Boundaries for Three (3) Existing Fire Insurance Districts — South 29- Orange Fire Service District, Greater Chapel Hill Fire Service District and Southern 30- Triangle Fire Service District - Proposed motion from Commissioner Gordon 31 - White— Item 7-b- PowerPoint/Map for Major Subdivision Preliminary Plat Application 32 - Annandale at Creek Wood 33 34 PUBLIC CHARGE 35 36 The Chair dispensed with the reading of the public charge. 37 38 2. Public Comments 39 a. Matters not on the Printed Agenda 40 Don O'Leary apologized for past accusations he had made toward the Board. He said 41 he assumed through the pattern of events that the Board was intelligently involved with the 42 UN's curriculum and was in partnership with selling out the County. He said that he now 43 believes that the Board was led into ICLEI through lobbying efforts. He said he assumes that a 44 spark of enlightenment is kindled now. He reviewed his own history of belief and said that he 45 now knows that the current and past world leaders and ruling families were and are Luciferians. 46 He said that these families fund many foundations to demoralize the United States. He said 47 these same powers founded the UN and are demoralizing and bankrupting our nation in order 48 to establish a new world order. He referenced many historical events he believes were staged 49 in order to scare the nation into giving up its weapons. He said ICLEI and agenda 21 are from 50 the same masterminds and are intended to destroy the nation from a local level.
