He said that a <br /> 18 consistent cyclical training program is most important. <br /> 19 Jim Groves reviewed the Basic Preparedness Planning information. He said that the <br /> 20 Emergency Operations Framework (EOF) is basically how the county does business for <br /> 21 significant emergencies and disasters. He said this outlines authorities, and assigns goals and <br /> 22 responsibilities within County government and Emergency Response Services. <br /> 23 Darshan Patel said the Building Specific Emergency Action Plan (EAP) takes the <br /> 24 principles of the EOF and applies them to a specific building. This covers medical <br /> 25 emergencies, weather emergencies and workplace threats. He said the EAP gives a response <br /> 26 framework and allows for specific training regimens for managers and employees in the <br /> 27 building. <br /> 28 Jeff Thompson said the "Know Your Building" program is specific to the building <br /> 29 features and processes for the employee and public who visit those buildings. He said the goal <br /> 30 is to do stress test drills once per year, per building. He said the drill is done and then the <br /> 31 responses of the building occupants, first responders and security systems are evaluated. <br /> 32 Commissioner Rich asked if the "Acts of God" can be changed to "Acts of nature", and <br /> 33 Jeff Thompson said yes. <br /> 34 Commissioner Pelissier asked how training of the EAP is done with employees of each <br /> 35 building. <br /> 36 Darshan Patel said there would be "zone wardens" identified and trained along with their <br /> 37 department directors in a two day seminar. He said all other employees would be given written <br /> 38 materials along with a one day seminar. He said there will also be reminder materials available <br /> 39 in each building for employees to refer to. <br /> 40 Commissioner Price asked if the zone wardens would have annual refresher courses. <br /> 41 Darshan Patel said there will be a one day refresher each year, before the stress test <br /> 42 drill is done. <br /> 43 Commissioner McKee asked who would oversee the actual stress test. <br /> 44 Jeff Thompson said it would be Asset Management. <br /> 45 Commissioner McKee asked if the departments are going to be evaluated on <br /> 46 performance and he expressed concern that he does not want this to bleed into personnel <br /> 47 evaluations. He asked for details on what kind of evaluation would be done and what would be <br /> 48 done to make improvements based on the evaluations. <br />
