I have not included an automatic living wage escalator, <br /> but have rather provided for periodic review and change in the <br /> Living Wage by ordinance amendment following a public hearing. <br /> Although it is attractive to include automatic escalators because <br /> of their ease of administration, there are other considerations <br /> that suggest a different approach. One of those is the <br /> "education" benefit that flows from the public hearing process . <br /> Another is ensuring that any escalator makes sense in Orange <br /> County' s economic environment . A third is ensuring that any <br /> living wage change is incorporated into Orange County' s Pay. <br /> Classification Plan. <br /> 5 .
