If awarded a grant Horizons will coordinate with the Orange County Department of Social Services for identification and treatment of Work First recipients. VIII. EMERGENCY AND DIVERSION ASSISTANCE Orange County will operate an Emergency Assistance Program. Services for emergency assistance recipients will include: • Assessing the emergency to ensure that without assistance the family would be deprived of basic needs • Coordinating and collaborating with other emergency providers • Providing education and resources to alleviate the crisis • Follow -up after receipt of assistance Emergency Assistance funds will be available beginning November 1 of each year. The assistance program will end when the allocated funds have been exhausted. Funds will be limited to a maximum benefit of $150.00 per household per year. Applicants will be assessed for Diversion Assistance to help with families through temporary situations that threathens their self - sufficiency. The primary goal of this grant is to keep applicants off the welfare rolls. IX. FUNDING REQUIREMENTS A. Budget The Budget for the Work First Program will be determined by the Orange County Board of Commissioners as part of the normal budget process for Fiscal Year 1999. B.
