in program development and data collection. The grants will be awarded to 12 sites across the <br />country. If awarded a grant Horizons will coordinate with the Orange County Department of <br />Social Services for identification and treatment of Work First recipients. <br />VIII. EMERGENCY AND DIVERSION ASSISTANCE <br />Orange County will operate an Emergency Assistance Program. Services for emergency <br />assistance recipients will include: <br />• Assessing the emergency to ensure that without assistance the family would be deprived of <br />basic needs <br />• Coordinating and collaborating with other emergency providers <br />• Providing education and resources to alleviate the crisis <br />• Follow -up after receipt of assistance <br />Emergency Assistance funds will be available beginning November 1 of each year. The <br />assistance program will end when the allocated funds have been exhausted. Funds will be <br />limited to a maximum benefit of $150.00 per household per year. <br />Applicants will be assessed for Diversion Assistance to help with families through temporary <br />situations that threathens their self - sufficiency. The primary goal of this grant is to keep <br />applicants off the welfare rolls. <br />IX. FUNDING REQUIREMENTS <br />A. Budget <br />The Budget for the Work First Program will be determined by the Orange County Board of <br />Commissioners as part of the normal budget process for Fiscal Year 1999. <br />B. Summary by Purpose of Expenditure <br />Expenditures are dependent on the level of funding authorized by the Board of County <br />Commissioners. <br />C.
