Plans to Achieve Statewide and County Developed Outcome Goals <br />Pal <br />Short and long -term strategies are reported in priority order by each committee that developed <br />them. Some strategies appear more than once. <br />A. Employment and Training Outcome Goals <br />Statewide Goals: <br />1. Reducing the Work First caseload by 15 %. <br />2. Putting 168 adults to work. <br />3. Enabling 85% of Work First participants who leave welfare to stay off for 12 months. <br />4. Meeting the 30% all parent participation rate. <br />5. Meeting the 90% two parent participation rate. <br />County Outcomes: <br />1. 100% of Work First participants will have access to support services and training necessary <br />for employment. <br />2. 50% of the 335 eligible Work First participants aged 20 and over will have paying jobs by <br />June 30, 1999. <br />3. 85% of participants who leave welfare for work will retain employment for at least 12 <br />months. <br />Short Term Strategies for Employment and Training <br />• Refer all applicants for Work First to the First Stop Employment Program <br />• Register applicants for work and begin the process of job search <br />• Complete vocational assessment <br />• Enroll the applicant in job seeking sessions <br />• Target Work First participants for jobs that have benefits and above minimum wage <br />• Educate employers on how to obtain monthly distribution of earned income tax credit for <br />those employees who qualify <br />• Partner with the ESC and the Economic Development Commission (EDC) to contact <br />employers such as the University of North Carolina at Chapel Hill, UNC Hospitals, Blue <br />Cross and Blue Shield, and Carol Woods Retirement Center regarding the benefits of hiring <br />Work First participants <br />• Coordinate with Orange County Government for work experience slots and recruiting Work <br />Experience participants for vacancies <br />• Notify participants quarterly of time left to receive assistance on two year time clock <br />• Assign a case manager to each participant <br />• Assess participant's strengths, needs and barriers <br />• Train case managers on collaboration with agencies to create a seamless system for the <br />participants <br />• Assist the participant with problem solving and develop a plan for economic independence <br />• Advocate for resources to successfully implement the participant's plan <br />• Collaborate with the staff at the Skill Development Center for training and job leads <br />• Locate community service position that provides training or work experience consistent with <br />the participant's career goals <br />26 <br />
