85% of participants who leave welfare for work will retain employment for at least 12 <br />months. <br />Outcomes for the Support Services Committee. <br />The Support Services Committee recommended the same three outcomes listed above. In <br />addition, this committee recommended the following outcomes for people who do not find a <br />living wage job by the time their Work First benefits expire. This goal is discussed in more detail <br />in the Special Issues section as it is not a direct outcome of Work First. <br />4. 100% of the Work First participants who no longer qualify for Work First will have access to <br />a safety net of services, including additional education and skills training. <br />5. 100% of Work First participants who are employed below a living wage will have access to a <br />safety net of services, including additional education and skills training. <br />Outcomes for the Special Populations Committee. <br />6. 60% of teen parents will be job ready by the time they leave Work First. <br />7. 70% of teen parents and their children have their overall health needs met. <br />Outcomes for the Emergency and Diversion Assistance Committee <br />8. Of the people who qualify for and receive diversion assistance, 75% will remain economically <br />independent, (they will not apply for benefits) for 12 months after the assistance ends. <br />9. Of the people who receive emergency assistance, 75% will be able to maintain their current <br />standard of living. <br />Note: Child only cases and applicants with children under one year of age are exempt from <br />Work First requirements. <br />VI. PLANS TO ACHIEVE AND MEASURE THE OUTCOMES AND <br />GOALS <br />Orange County will implement both short and long term strategies to achieve the Work First <br />goals. Short term strategies are those that can be accomplished by July 1, 1999; long term <br />strategies will be accomplished after July 1, 1999. These strategies are equally appropriate for <br />accomplishing the statewide Work First Goals and the County Developed Outcomes. <br />Matrices were developed outlining the strategies for meeting the statewide and the county <br />outcome goals. The matrix format enhances readibility and includes all of the strategies for <br />moving families to self - sufficiency.
