18 <br />Reducing the Work First Caseload <br />During fiscal year 1998 -99, Orange County will reduce its caseload by 15 %. <br />Putting Adults to Work <br />Orange County will put 168 Work First adults to work between July 1, 1998 and June 30, 1999. <br />Staying Off Welfare After Going to Work <br />Once Work First participants are employed, they will remain employed and off welfare for at <br />least the following 12 months. <br />Meeting the "All Parent" Participation Rate <br />During fiscal year 1998 -99, 35% of all Work First parents will be involved in activities that <br />count toward the participation rate. <br />Meeting the "Two Parent" Participation Rate <br />During fiscal year 1998 -99, 90% of Work First families with two parents will be involved in <br />activities that count toward the participation rate. <br />Avoiding Welfare Through Diversion Assistance <br />During fiscal year 1998 -99, at least 6 people will avoid welfare through diversion assistance. <br />Increasing Child Support Orders and Collections for Work First <br />During fiscal year 1998 -99, child support orders and collections will increase by 10 %. <br />Ensuring That a Safety Plan Exists for Every_Child Receiving Child Protection Services or <br />Foster Care Services <br />During fiscal year 1998 -99, 100% of Work First children who are receiving CPS services will <br />have a safety plan. <br />B. County Developed Outcomes <br />To achieve the goals described above, the 1997 Task Force developed nine specific outcomes for <br />Orange County. These outcome expectations meet the criteria that were adopted as part of the 1996 <br />report; i.e., the outcome goals are measurable, support our vision, focus on people, provide a basis <br />for setting priorities, address prevention as well as intervention and reflect reality. <br />Outcomes for the Employment and Training Committee. <br />100% of Work First participants will have access to support services and training necessary <br />for employment. <br />2. 50% of the 335 eligible Work First participants aged 20 and over will have paying jobs by <br />June 30, 1999. <br />17 <br />
