18 Reducing the Work First Caseload During fiscal year 1998 -99, Orange County will reduce its caseload by 15 %. Putting Adults to Work Orange County will put 168 Work First adults to work between July 1, 1998 and June 30, 1999. Staying Off Welfare After Going to Work Once Work First participants are employed, they will remain employed and off welfare for at least the following 12 months. Meeting the "All Parent" Participation Rate During fiscal year 1998 -99, 35% of all Work First parents will be involved in activities that count toward the participation rate. Ensuring That a Safety Plan Exists for Every_Child Receiving Child Protection Services or Foster Care Services During fiscal year 1998 -99, 100% of Work First children who are receiving CPS services will have a safety plan. B. County Developed Outcomes To achieve the goals described above, the 1997 Task Force developed nine specific outcomes for Orange County.
