As this model <br />depicts, everyone needs these essential elements of well -being and everyone has multiple <br />resources through which to access them, including personal, community and government. <br />We believe that most people, most of the time, use their personal resources to provide their <br />essential needs. When that isn't sufficient, people turn first to their community, then to <br />government.
