ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 4, 2013 <br />Action Agenda <br />Item No. 7 -a <br />SUBJECT: Contract Award for Professional Design Services for the Northern Human <br />Services Center Community Center Project <br />DEPARTMENT: Asset Management Services PUBLIC HEARING: (Y /N) No <br />( "AMS "), Department of <br />Environment, Agriculture, <br />Parks & Recreation ( "DEAPR ") <br />ATTACHMENT(S): INFORMATION CONTACT: <br />1) Agreement for Professional Design Jeff Thompson, (919) 245 -2658 <br />Services David Stancil, (919) 245 -2522 <br />2) Agreement for Professional Design <br />Services with Alternates <br />3) MBAJ Base & Alternate Fee Proposal <br />Illustrative <br />PURPOSE: To consider: <br />1) awarding a contract for professional services to MBAJ Architects, Inc. from Raleigh, <br />NC, for the not -to- exceed amount of $167,500 for the architectural and engineering <br />design work associated with the Northern Human Services Center Community Center <br />project; OR <br />2) awarding a contract for professional services to MBAJ Architects, Inc. from Raleigh, <br />NC, for the not -to- exceed amount of $208,300 for the architectural and engineering <br />design work associated with the Northern Human Services Center Community Center <br />project, including the programming and schematic design of potential alternates that <br />would preserve the classroom wings for either deferred use ( "mothball "), open air <br />"pavilion" use, or full use; and <br />3) authorizing the Manager to sign the chosen contract on behalf of the Board. <br />BACKGROUND: In November 2012, the Board of County Commissioners ( "BOCC ") authorized <br />the Manager to proceed with the development of a community center on the site of the Northern <br />Human Services Center. After significant public input and discussion, the Board approved the <br />adaptive re -use option for development, allowing a partial deconstruction of the facility (mainly <br />the two classroom wings) and saving significant portions of the historic and culturally significant <br />building. This would allow important features of the structure to become integrated within a <br />modern, efficient, 10,000 square foot community center. The Board decided against the option <br />of deconstructing the existing structure in its entirety and constructing an entirely new facility. <br />The Board also authorized the Manager to engage a professional design firm for the project <br />through a standard request for qualifications ( "RFQ ") process. <br />
