Fikes, 245 -2490 <br />1 <br />PURPOSE: To conduct a public hearing to receive public comments prior to official close -out <br />of the County's FY 2011 Community Development (CDBG) NC Tomorrow Program and <br />authorize execution of the Certificate of Completion by the Chair of the Board of County <br />Commissioners. <br />BACKGROUND: Orange County was officially awarded a $50,000 Community Development <br />Block (CDBG) Grant from the N.C. Department of Commerce to "develop and deliver a planning <br />document that reflects sustainable initiatives for Affordable Housing, Job Creation and <br />Retention, Equitable Opportunities, Accessible Transportation, Land Use, Energy Conservation <br />and Diverse Investments within the region represented ". Subsequently, the County partnered <br />with the Triangle J Council of Governments to develop a regional Community Economic <br />Development Strategy (CEDS) which is published at the following link - http://www.tocog.org/nc- <br />tomorrow.aspx. An Executive Summary of the Strategy is attached. <br />Thus, all CDBG activities have now been completed, and in order to complete the grant close- <br />out process, the N.C. Department of Commerce requires that a public hearing be held prior to <br />the official closeout to assess the performance of the County in administering the grant <br />program. In addition, the County is required to execute a Certificate of Completion form that is <br />attached. <br />This public hearing has been advertised in the local news media and a representative of the <br />Triangle J Council of Governments will be present at the hearing to discuss the CEDS and <br />answer any questions. <br />FINANCIAL IMPACT: This grant provided $50,000 for plan administration and development. <br />Funds were utilized to contract with Triangle J Council of Governments to complete the plan <br />and for local grant administration. <br />RECOMMENDATION(S): The Manager recommends that the Board receive comments as <br />information, close the public hearing, and authorize execution of the Certificate of Completion <br />by the Chair of the Board of County Commissioners. <br />
