The locally coordinated human service transportation plan workshops were held on April 25 and <br />26, 2013. Local elected officials (including members of the Board of Commissioners), Human <br />Service agencies, and the general public were invited to participate. These workshops resulted <br />in the development of a coordinated plan that serves and qualifies the local transit providers for <br />Federal Transit Administration (FTA) funding assistance under Section 5310 (Enhanced Mobility <br />for Seniors and Individuals with Disabilities) and other federal assistance programs. <br />Summary of Process: <br />The following activities have been conducted as part of this plan update: <br />• A review of the 2009 plan document; <br />• Collection and development of updated demographic data and mapping, using <br />information from the 2010 Census and the 2007 -2011 American Community Survey five - <br />year dataset (most recent available); <br />• Collection of updated transit service statistics for the region, as reported to NCDOT for <br />the years 2010 -2012; <br />• Two half -day workshops with stakeholders and interested individuals in the region to <br />identify needs, strategies, and priorities. This <br />Locally Coordinated Human Service Transportation Plan will meet the federal requirements and <br />allow the North Carolina Department of Transportation, Public Transportation Division to <br />dispense grant funds (80% federal, 10% state, and 10% local) to support the Mobility Manager <br />position. Although this position is to be housed in the Department of Aging, coordination with <br />OPT will be paramount. Future application for grants through NCDOT will also be considered. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the Locally <br />Coordinated Human Service Transportation Plan for Orange County which will allow the County <br />to apply for additional North Carolina Department of Transportation, Public Transportation <br />Division Grants. <br />
