ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 4, 2013 <br />Action Agenda <br />Item No. 5 -f <br />SUBJECT: Locally Coordinated Human Service Transportation Plan <br />DEPARTMENT: Planning and Inspections — PUBLIC HEARING: (Y /N) No <br />Transportation; Aging <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Locally Coordinated Human Service Al Terry, 919 - 245 -2002 <br />Transportation Plan (Under Separate Janice Tyler, 919 - 245 -4255 <br />Cover) Craig Benedict, 919 - 245 -2592 <br />PURPOSE: To approve a four year updated Locally Coordinated Human Service <br />Transportation Plan for Orange County which will allow the County to apply for additional North <br />Carolina Department of Transportation, Public Transportation Division Grants. <br />BACKGROUND: The Triangle Area Rural Planning Organization ( TARPO) has taken the lead <br />in developing this update to the Locally Coordinated Human Service Transportation Plan, with <br />cooperation from Chatham Transit Network (CTN), County of Lee Transit System (COLTS), <br />Moore County Transportation Services (MCTS), Orange Public Transportation (OPT), and the <br />North Carolina Department of Transportation Public Transportation Division (NCDOT -PTD). <br />The TARPO region encompasses Chatham (partially), Orange (partially), Lee, and Moore <br />counties. The parts of Chatham and Orange counties that are not part of the TARPO are <br />included in the Durham - Chapel Hill - Carrboro Metropolitan Planning Organization (DCHC MPO) <br />for the northeastern Chatham and southeastern /central Orange, or the Burlington- Graham <br />Metropolitan Planning Organization (BGMPO) for west - central Orange. <br />Community Transportation Systems and human service agencies are dependent on both state <br />and federal funded grants to sustain their transportation administration and operations. The <br />purpose of this Plan is to provide a viable and effective public transportation service network in <br />the four counties that comprise the TARPO, complying with current federal regulatory <br />requirements pertaining to human service public transportation coordination. This adopted plan <br />will allow Orange County access to future federal funding sources to include a Mobility Manager <br />for the Department on Aging. <br />The Plan is focused on rural services similar to those OPT provides rather than urban services <br />(e.g. Chapel Hill Transit). It should assist (along with other proposed outreach activities) in the <br />implementation of the Orange County Bus and Rail Investment Plan with regard to rural areas <br />and connections to urban public services /networks. <br />
